Job Description

Scope of Work:

The IRC seeks a dynamic Project Manager to lead and oversee the planning, execution, monitoring, and control of a five-year multi-sector project funded by Global Affairs Canada. The project aims to improve gender equality, safety, and well-being of women and girls in conflict-affected communities in Rakhine. The Project Manager ensures the project is carried out in a timely fashion, within budget, and in line with commitments made in the donor award. To do so, the Project Lead collaborates and coordinates key stakeholders from IRC’s Women’s Protection and Empowerment and Health teams as well as other critical functional departments across IRC’s country program in Sittwe and other Rakhine field offices and IRC’s main office in Yangon to track project progress and to forecast and escalate implementation issues.

Responsibilities

- In line with IRC’s Project Cycle Management guidelines, act as the “project lead,” working across program teams and functional departments to ensure projects are implemented in a timely manner and within the budget parameters. The Project Manager tracks project progress and performance and keeps team members informed and identifies areas for improvement. - Facilitates regular project cycle meetings in line with IRC’s Project Cycle Management guidelines. The Project Manager is critical to the success of Project Cycle Meetings, tailoring meeting approaches to the specific needs of the project, and ensures that the meetings provide a venue for data-driven decision-making and efficient use of staff time. - Coordinates with relevant country program stakeholders in the main and field offices to ensure key project tracking documents are in place and regularly updated and monitored. This includes but is not limited to detailed project work plans, procurement plans, spending plans, and recruitment plans. - Coordinates with the Grants & Partnerships team to ensure the narrative and financial reports are consistent with project progress. - In coordination with Finance teams, work with program sector focal points to monitor spending and burn rate, ensuring that all spending is in line with approved spending plans and timelines. Collect and compile spending plans from program sector focal points in IRC’s field and main offices; uploads the compiled version to the Online BVA System. - Coordinate with the M&E team to ensure progress against indicator targets are presented on IRC’s Program Indicator Dashboard. - Supports Health and WPE sector teams by tracking relevant PRs and following-up with Supply Chain teams for timely delivery. - Escalate project issues to the DDP and relevant stakeholders to ensure timely attention and course correction. - As appropriate, work with sector focal points to raise purchase requests, liaise with supply chain for improved procurement processes, liquidate the advance, documentation of program needs and accurate budgeting within project cycle management.

- Shares best practices and learning on project management with counterparts in other sector teams - Support on other assignments as requested by the Senior Manager for Project Coordination and DDP. - Promote a culture of respect, transparency, and accountability within the staff and response activities. - Frequent travel to IRC’s field and main office sites.

Qualifications

- At least 3-5 years of experience managing projects. - Positive, professional and can-do attitude, including ability to lead and work well in a team setting. - Strong ability to organize work, meet deadlines, maintain composure under pressure, coordinate multiple tasks, and maintain attention to detail. - Excellent written and oral communication skills, strong interpersonal skills. - Competent in Microsoft Word, Excel, and online project management tools. - Bachelor degree preferred or commensurate years of experience. - Fluency in English.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
