OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

PURPOSE OF THE POSITION

The Health Emergency Information and Risk Assessment Programme Area is responsible for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners.

Working with designated GIS specialist assigned to the area of work, the incumbent conducts GIS activities, provides technical support in the areas of Geographic Information System (GIS), in emergencies situation. The incumbent will be expected to deliver the following outputs: i) Data collection and cleaning in the context of ongoing outbreaks using adapted collection and cleaning tools; ii) Timely maps production on various aspects or themes related to the ongoing outbreaks; iii) Ongoing outbreaks dashboards databases maintenance; iv) Training of locals on data collection with GIS tools in case of deployment; V) Scripts for data and mapping updates; VI) Online products development using ESRI tools to support countries in building online Dashboards or websites.

The incumbent may be deployed to emergencies when required.

DESCRIPTION OF DUTIES

  • Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to needs:
  • Contribute to all aspects of GIS and non-GIS data collection, cleaning and update, including field data collection with GIS and non-GIS tools; Sharing of GIS and Non-GIS data and information;
  • Contribute to the training of local experts for field data collection and sharing using GIS tools;
  • Develop and/or maintain a database and geodatabases allowing the timely creation and maintenance of GIS products such as static maps and dashboards;
  • Develop and/or maintain scripts allowing automatic tasks related to data and maps updates;
  • Develop and/or maintain Online products using ESRI tools;
  • Participate in activities including but not limited to supporting the further development and maintenance of the WHO EPR GIS hub and regional level GIS products related to ongoing outbreaks;
  • Contribute to the development of training materials and capacity building in the areas of GIS;
  • Partake in emergency GIS field missions as required;
  • Perform other related responsibilities as assigned, including backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: Degree in GIS, information system, computer science or related field

Desirable: Master degree or diploma in GIS.

Experience

Essential: At least 2 years’ experience with successful track record in GIS applied to Public health; Demonstrated field experience in the context of large epidemics or public health crisis at the national and international levels.

Desirable: Field experience in GIS, in resource limited countries; experience of working with event-based surveillance and risk assessment; experience in responding to complex humanitarian crises

Skills

Experience in GIS, field data collection, emerging diseases and outbreak response in an international context. Ability to interact in a multi-disciplinarily and cross-cutting environment involving technical, cultural and political elements. Sound analytical and organizational skills. Willingness to deploy at short notice in support of international emergency health interventions. Excellent presentation and communication skills, with emphasis on writing skills. Proven ability to work and produce results under pressure in critical situations. Tact, diplomacy and courtesy.

Use of Language Skills

Essential: Excellent knowledge of French

Desirable: Intermediate knowledge of English

Language requirements for English and French are interchangeable. [X]

Desirable: Knowledge of Portuguese would be an asset.

Other Skills (e.g. IT)

Experienced calibrating and using field data collection tools such as Kobo, 123 survey, GPS;

Data management skills with proficiency in excel, geographic data management and database management system;

Experienced in managing ESRI geodatabases;

Experienced using ESRI products (ArcMap, ArcGIS Pro, ArcGIS online, and other ESRI online tools);

Experience using R;

Knowledge of Python, Arcade or VB scripts.
