Duties and Responsibilities THE ORGANIZATIONAL SETTING

The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security, and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in developing intellectual property.

ICAO’s Technical Cooperation Programme provides advice and assistance in the development and implementation of projects across the full spectrum of civil aviation aimed at the safety, security, environmental protection and sustainable development of national and international civil aviation. The Programme is conducted under the broad policy guidance of the ICAO Assembly and of the Council. Subject to general guidance by the Secretary General, the Technical Cooperation Programme is executed by the Technical Cooperation Bureau (TCB).

The Revenue and Product Development (RPM) Section is part of TCB and is focused on the organization's revenue-generating activities. The portfolio of revenue-generating activities includes publications, periodicals, databases, websites, training, printing, and events. The revenues generated by these activities are required to promote ICAO’s Strategic Objectives and carry out related Programme Support. The Section is responsible for the overall strategic planning, stakeholders’ collaboration, coordination, promotion, and distribution of these sellable products in close coordination with the other Bureaus/Offices of the Organization.

This Geographic Information System (GIS) Data Analyst consultancy will report directly to the Associate Information Systems Officer. Under the guidance of Associate Information Systems Officer, the consultant will work with the BDU team and ANB, to coordinate the GIS project, especially the GIS data analysis and verification, within ICAO. This project consists of multiple revenue-generating products associated with GIS-related intellectual property. S/he will also provide regular technical duties in GIS for ANB and RPM. S/he must possess strong knowledge of the GIS function and the usage of GIS within aviation frameworks and systems.

MAJOR DUTIES AND RESPONSIBILITIES Function 1 (incl. expected results) Location Indicators (DOC7190) and Flight Information Regions geographic data verification, achieving results such as: - Identify geographic data anomalies and factual corrections on the SQL Server Spatial database and/or on ArcGIS shape files; - Process satellite/aerial images, identify airports and runways; - Work with ANB, regional offices, and States to correct, validate, and update geographic data; - Contributes to the development of customized geographic data verification tools (and the backend spatial database).

Function 2 (incl. expected results) Digitalize Aeronautical Information Publications, achieving results such as: - Gather and collate AIP PDF and printed documents; - Contribute to the design and implementation of AIP SQL Server database; - Extract aerodrome information from AIP documents; - Create runway geographic polygons; - Upload information into the database; - Cross reference and verify data.

Function 3 (incl. expected results) Updating procedure for the updating of data/information for the Member States: - Assist in establishing and following a workflow to prepare all necessary documents relate to updating DOC7910 and FIRs; - Draft correspondence in collaboration with the Bureaus; - File and update information.

Function 4 (incl. expected results) Business development/client referrals: - Monitor the GIS email inbox and identify opportunities to market GIS products; - Support current and future GIS sales and provide technical customer service for existing and future clients; - Gather and document user requirements.

Function 5 (incl. expected results) Additional duties as required: - Given the dynamic nature of this post, the priority of assignments may shift over time based on ICAO needs.

Qualifications/special skills Academic Qualifications: - A first-level university degree in GIS, mathematics, computer science, aeronautics, Air Traffic Management, or in a related field is required.

Experience: Essential - A minimum of one (1) year of experience in a similar field; - Experience in Microsoft SQL Server, Excel; - Experience in a variety of GIS tools, such as QGIS, ArcGIS, SQL Server spatial tool, Bing map SDK; - Proficient writing skills; - Ability to work as a team player in a cross-functional structure; - Ability to manage multiple tasks and deadlines.

Desirable - Experience in aeronautics (flight information region /traffic flow/ANPs /AIPs) or aviation related working experience; - Experience using ArcGIS, Bing map, Google map development; - Experience as a web developer.

Language: Essential - Fluent reading, writing and speaking abilities in English.

Desirable - A working knowledge of any other language of the Organization (French, Arabic, Chinese, Russian, Spanish).

Additional Information Please note that the monthly rate for Band A varies from CAD 3,991 to CAD 5,172 per month.
