This is a Generic Vacancy Announcement (GVA) for the Evaluation Officer, NOB Talent Group.

Talent Groups at UNICEF are exclusive lists of pre-vetted, highly qualified candidates intended to fast-track recruitment processes as positions become available. After a rigorous selection process, successful candidates will be placed in the Evaluation Officer (NOB) Talent Group for UNICEF Lebanon for a period of 36 months. While placement in the Talent Group does not guarantee a position, it is an important resource for filling vacancies. Candidates placed into the Talent Group will be reviewed when a relevant position becomes available at and if found suitable, are offered placements through a direct selection process. Positions will be across UNICEF Lebanon’s offices.

The Evaluation Officer will be located in Lebanon Country Office. The Evaluation Officer reports to the Evaluation Specialist for evaluation oversight including in matters related to evaluation sponsorship, planning, funding and use, and on day to day management and for administrative oversight under the overall direction of the Representative to insure independence and impartiality of this function. The Officer will operate in close operational coordination with all relevant sections and staff in the Country Office to undertake thematic evaluations, evaluation of humanitarian action, evaluability assessments, programme assessments and other evaluative activities for which the Country Office is accountable and will lead the implementation of the Country Office Costed Evaluation Plan in this regard, while maintaining the independence and impartiality of the Evaluation and Research function. S/he works with the sections in engaging competent evaluators who conduct their work in accordance with the norms and standards of the UNICEF evaluation policy.

The incumbent works in accordance with the norms and standards of the United Nations Evaluation Group (UNEG) and the UNICEF evaluation policy.

Under the general guidance of the Evaluation Specialist, the incumbent will be responsible for planning and managing evaluation processes for the UNICEF Lebanon Country Office with the aim of strengthening results based programme planning and efficiency of the country programme at national, sectoral and decentralized levels.

How do you make a difference?

  1. Assist in the development of the yearly evaluation plan based on office and section needs as well as maintaining the document up to date with all past, current and future activities
  2. Create Terms of references for planned evaluations, in coordination with programme staff and the Evaluation specialist following Human Resources and Supply department guidance and processes
  3. Take part in the selection committee following the receipt of evaluation proposals with the purpose of choosing the optimal offer in a transparent manner.
  4. Manage and follow up on evaluation processes throughout all stages, by setting up and leading the kick-off meeting with the chosen evaluators as well as being the focal point between sections and the party conducting the study. The Evaluation Officer will also be in charge of providing all required documents and data needed by the evaluators and reviewing all deliverables to ensure that they are up to UNICEF standards.
  5. Ensure that all evaluations are uploaded to the UNICEF’s Evaluation and Research Tool (EISI) and records are maintained up to date.
  6. Create and update evaluation Management Response Plans in coordination with relevant sections in order to make sure that recommendations are being acted upon and taken into account for future programming.
  7. Act as the focal point for all regional evaluations concerning the Lebanon Country Office by coordinating with the Regional Evaluation Advisor and providing all needed data and resources for a certain study.
  8. Take part in the United Nations Lebanon Evaluation subgroup and represent UNICEF’s interests and ideals on joint evaluations and studies.
  9. Ensure that all Regional office evaluation requirements are met, including ethical clearances and comment incorporation and response.

To qualify as a champion you will have…

Education:

University Degree in the social sciences, economics, public policy, statistics, or in research methods is required. A degree or certification/accreditation in Evaluation is a significant advantage.

Experience:

  • A minimum of 2 years of professional experience in the implementation of equity-focused evaluations and the management of the evaluation function at national and international level. Experience in development and/ or humanitarian settings is required.
  • Experience in supporting national evaluation capacity and working with professional evaluation associations.
  • Experience in evaluation design and in conducting evaluations as per UNICEF and UNEG norms and standards for Evaluation in the UN System;
  • Familiarity with methods used in conducting both ‘up-stream’ evaluations (e.g. focusing on policies, strategies and systems), as well as ‘down-stream’ evaluations (e.g. focusing on delivery of programmes and projects) is an asset.
  • Experience in related evidence functions is an asset, including Social Policy, Public Policy, Quantitative and Qualitative Data Analysis, Research, Programme Audit, and Programme Planning and Monitoring. Experience in these areas cannot be substituted for the Evaluation experience but is an advantage.

Language:

Fluency in English and Arabic is required. Knowledge of French is an asset.
