Salary: (USD) $102,229 - $150,127 (annually) Number of Vacancies: 1 Future of Work Designation: This position has been designated as Telework Eligible (i.e. may Telework three to eight days per two week pay period).

Description of Organization: This position is located in the Bureau for Resilience and Food Security’s (RFS) Center for Agriculture-Led Growth. RFS’s mission is to partner to advance inclusive agriculture-led growth, resilience, nutrition, and access to water and sanitation to accelerate and protect progress on the Journey to Self-Reliance. RFS oversees four high-level, integrated efforts in support of this mission: (1) Feed the Future, guided by the Global Food Security Strategy (GFSS), (2) the USAID Multi-Sector Nutrition Strategy, (3) the U.S. Global Water Strategy, and (4) efforts to increase resilience in areas of recurrent humanitarian crisis. To deliver on this work, RFS partners with other Federal Departments and Agencies, USAID Bureaus and Missions, universities, civil society, and other public and private-sector actors.

The CA leads the Agency’s agriculture work. Through technical assistance, training, and curated learning products, the Center supports USAID Missions’ programming, policy, and partnership work in agriculture input systems, production systems, market systems, and finance. The Center manages global research and analysis investments to generate agriculture innovations and evidence for wide application. Through strategic engagement and partnership, the Center influences global agriculture investments and agendas. The CA Markets Systems and Finance Division supports the design and implementation of activities that accelerate private investment, improve access to finance, enhance risk management, and improve the inclusivity, efficiency, resilience, and competitiveness of and facilitate access to local, regional, and international markets.

The successful candidate will contribute to and perform a variety of analytical/ technical, coordination/collaboration, and program management duties as described in the attached pdf.

Qualifications:

  • Must be a U.S. citizen.
  • Excellent interpersonal skills and be able to work collaboratively and engage effectively in a team environment.
  • Candidates with demonstrated ability to provide technical assistance in Agricultural Finance interventions are preferred.
  • Institutional knowledge of USAID and the U.S. Government is preferred, as well as experience working with USAID Missions or country offices is highly desirable. The candidate must have proven skills in leadership, coordination, and program management and implementation.
  • In addition, the following skills and abilities are highly desirable:
    • Skills in oral and written communication, sufficient to prepare clear direction and guidelines; to articulate positions for acceptance by upper management.
    • Skills in coordination and communications necessary to work with colleagues in Washington and Missions, AOR/COR certification.
    • Ability to effectively analyze and solve problems and to evaluate and resolve situations that represent obstacles to goals and objectives; and
    • Commitment to continuously seeking ways to improve on work processes, professional relationships, and the resulting products and services.
    • Expertise in development-finance, international commodity supply chains, climate finance, and/or corporate sustainability (environmental and social issues) is a plus.
  • Must have one year of specialized experience equivalent to the next lower grade level FSL-04 of this position. Examples of specialized experience include:
    • Designing and implementing monitoring plans, learning agendas, and/or evaluations.
    • Developing indicators to track the performance of international development programming.
    • Working with and analyzing large data sets; and
    • Organizing and executing learning events around monitoring and evaluation such as brown bags, presentations, and conferences.
  • Must be eligible to obtain and maintain a Secret-level security clearance.
