Serve as a technical expert on fisheries and aquaculture.

You have:

  • One year of specialized experience at the FL-04 (GS-12) grade level or equivalent.
  • Must be a U.S. citizen.
  • Must be eligible to obtain and maintain a Secret-level security clearance.
  • Must have a graduate degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
  • Or a combination of education and experience equivalent to a major in the above fields, plus appropriate experience or additional education.

Agency: U.S. Agency for International Development (USAID) Organization: Bureau for Resilience, Environment, and Food Security, Center for Agriculture-Led Growth, Division for Production Systems (REFS/CA/PS) Location of Position: Washington, DC Telework/Remote Eligibility: Eligible to telework four days per pay period (two days per week). The position is not remote eligible. Open Period: August 7, 2024 – September 13, 2024 Appointment Type: This is an excepted service, time-limited appointment that is not to exceed five years; may also be considered for two two-year extensions depending on the needs of the service. Description of Organization: This position is located in PS. REFS’ mission is to partner to advance inclusive agriculture-led growth, resilience, nutrition, and access to water and sanitation.

Duties and Responsibilities: Serves as a technical expert on fisheries/aquaculture. May support broader technical assistance related to CA’s livestock portfolio. Provides technical assistance related to animal health, livestock, and fisheries/aquaculture and to field-based Missions in support of strategic planning; policy; program design and management; and monitoring, evaluation and learning related to aquaculture, fisheries, and livestock. Responsible for program planning and implementation in these areas of expertise. Provides technical, analytical, and administrative support for all stages of program implementation and program segments which cover aquaculture, fisheries, and livestock. Engages with a wide range of USAID staff and implementing partners involved in food security programming, particularly around production systems, sustainable intensification, aquaculture, fisheries, and livestock. Performs other duties as assigned.

Specialized Experience: For the FL-03 (GS-13 equivalent) grade level, you must have one year of specialized experience at the FL-04 (GS-12) grade level or equivalent. Specialized experience is defined as:

  • Relevant experience in the international aquaculture and fisheries sector as related to food security; and
  • Relevant experience working on or in international agriculture development programs.

  • Must have a graduate degree in one of the following majors: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; or
  • A combination of education and experience: Courses equivalent to a major, as listed above, plus appropriate experience or additional education.
