Duties and Responsibilities On 22 October 2020, the UN Secretary-General approved the new United Nations Strategy for Peace Consolidation, Conflict Prevention and Conflict Resolution in the Great Lakes Region. The Strategy, which was published on 14 January 2021, advocates for a shift in narrative beyond the traditional focus on conflict-related challenges and emphasizes opportunities for peace, security, and people-centered development. It puts forth ten priorities structured under the following three pillars: (I) Peace, Security, and Justice; (II) Sustainable Development and Shared Prosperity; and (III) Resilience to Long-Standing and Emerging Challenges. The priorities will guide United Nations’ engagement in the region, in line with the 2030 Agenda for Sustainable Development and the joint United Nations and World Bank study on Prevention, Pathways for Peace: Inclusive Approaches to Preventing Violent Conflict, while also informing specific and immediate priority actions in the next three years.

Women, Peace and Security (WPS) is a standalone priority of the UN Strategy under Pillar I, Peace, Security, and Justice, whilst issues of gender equality and women’s empowerment cut across all three pillars and the UN Strategy’s Action Plan.

In addition, a specific WPS Action Plan of the Advisory Board for WPS for the Great Lakes Region, which is anchored within existing regional and international legal and organizational frameworks, was developed to translate the principles outlined in the UN Strategy into concrete initiatives. It builds on and complements UN policies, programmes and initiatives, including those conducted by the Department of Political and Peacebuilding Affairs, the Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict, the United Nations Development Programme, UN-Women, the United Nations Children's Fund and the United Nations Population Fund. The Action Plan is informed by initiatives taken by the Office of the Special Envoy of the Secretary-General for the Great Lakes Region (OSESG-GL) in partnership with regional organizations, including the International Conference on the Great Lakes Region (ICGLR), the African Union (AU) and civil society organizations (CSOs).

Organizational setting and reporting lines: The Individual Contractor in support of the Gender Unit will be based in Nairobi, with travel in the Great Lakes region. She/he will work under the overall guidance of the OSESG-GL Senior Gender Advisor (SGA) and Chief of Staff (COS) and will work in close collaboration with all OSESG-GL team members.

Duties, responsibilities, and output expectations The Individual Contractor will support the Gender Unit of OSESG-GL with project management and implementation and monitoring of the Advisory Board’s WPS Action Plan, and the UN Strategy Action Plan. More specifically, the Individual Contractor in support of the Gender Unit will undertake the following duties:

¿ Support the management of WPS projects in the form of project design, budgeting, monitoring, and reporting for new projects and extensions of ongoing projects. ¿ Provide technical support for women’s economic empowerment, including training and capacity building on regional economic tools. ¿ Provide support in preparing periodic substantive and financial reports for implementing donor contributions, projects, and activities in line with OSESG-GL requirements of programme management and Trust Fund policies. ¿ Assist with the results-based monitoring system and conduct lessons learned activities ¿ Perform such other duties as may be assigned by the SGA and Senior Management.

Qualifications/special skills Academic Qualifications: Advanced university degree (Masters or equivalent) in Social Science, Gender Affairs, Political Science, Law, International Development, Public Administration, or other related fields. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: ¿ A minimum of 3 years’ professional experience in women’s and/or youth economic empowerment, gender inclusion, and project management is required. ¿ Experience in protection of vulnerable groups and/or in prevention of violence and discrimination against women and girls, and/or other peace building initiatives is required. ¿ Experience in training and capacity building of women and community groups is required. ¿ Experience in working with national or regional trade development organizations is desirable. ¿ Experience in advising on the planning and organization of business and trade groups is desirable. ¿ Experience in report writing or as a rapporteur is desirable. Language: Fluency in spoken and written English is required. A working knowledge of French (oral and written) is desirable.
