Gender Officer

ROLE PURPOSE: Under the supervision of the Gender&GBV Coordinator, the Gender Officer will be responsible for the day today planning, implementation and monitoring and reporting of Save the Children gender programs in eastern Ukraine. The position is cross-cutting, which includes proactive engagement in promoting gender sensitive approaches in all Save the Children programs, enhancing capacity of SCI staff, partners and stakeholders to identify and prevent gender inequality and gender-based violence. This includes a portfolio of both direct and partner-led activities with a focus of gender mainstreaming and promoting gender equality, safe and equal access, women and girls’ empowerment and SGBV prevention. With technical oversight from the Gender Coordinator and the relevant Technical Advisors she/he will be actively engaged at field-level and contribute to the identification of trends, capacity gaps, and resource needs of affected communities. The Gender Officer will support applying a gender lens across all interventions, and shape SCI approach in respect to gender equality, non-discriminatory, safe and equal access to humanitarian assistance. S/he will ensure that SC interventions adhere to interagency standards and global standards/guidelines; are contextually appropriate; and are delivered effectively and in timely manner in line with project management methodologies and donor compliances. The candidate is supposed to conduct regular monitoring visits to Dnipropetrovsk, Zaporizhzhia, Kharkiv and Donetsk oblasts (depending on safety & security situation in the region). Travels to other oblasts of Ukraine is possible. The Gender Officer to have strong working relationship and close collaboration with colleagues across all SCI programs in EAO (CVA/FSL, CP/MHPSS, Education, Wash/Shelter/NFI), to strengthen holistic, age- and gender-sensitive approaches

Program assessments, implementation, monitoring, and reporting

  • With guidance from the Gender&GBV Coordinator, collaborate with colleagues to incorporate Gender needs in joint/multi-sectorial assessments.
  • Ensure high-quality and successful delivery of gender activities both direct and partners in East Ukraine
  • Maintain updated activity planning, and other relevant project documentation or trackers.
  • With technical oversight and in collaboration with community-level structures/stakeholders, conduct contextualized and gender awareness raising for children and adults, conduct regular monitoring of partner’s awareness raising activities to ensure it is in compliance with SCI methodology. With technical guidance from the Gender Coordinator and relevant technical advisors, contribute to contextualizing and conducting training and capacity strengthening for relevant staff, partners and other stakeholders in order to enable them to conduct age- and gender sensitive activities for boys, girls, adolescents and caregivers.

Coordination and operational support

  • Provide ongoing feedback to the Gender&GBV Coordinator on any operational needs, gaps, challenges or opportunities arising at the field locations.
  • In agreement with the relevant PM and Coordinator, work as the first point of contact for SC sectors and partner organizations for gender related issues in each field location:
  • Provide comprehensive support for partner to ensure that gender-based violence prevention measurements are in place and in line with interagency standards.
  • Make regular visits to the field; carry out process monitoring and provide feedback and support for achieving high quality GBV prevention and response, document lessons learnt and thus contribute to develop and strengthen a shock-resilient child protection system.
  • Where challenges arise, ensure that these are flagged early, communicated to the Gender&GBV coordinator and addressed in an appropriate way.
  • Assist the Gender Coordinator in development of implementation, distribution, procurement and training plans, monitor their implementation and flag in timely manner when there are any concerns.
  • Contribute to Detailed Implementation Plan development and execution
  • Contribute to coordination calls with partners to provide and gather feedback, assist in resolving ongoing issues and provide operational and technical assistance if needed.
  • In coordination with the Gender Coordinator and wider CP & MHPSS team, ensure SC representation and participation in relevant working groups and coordination structures

Ensure program quality

  • In coordination with the Gender Coordinator and relevant technical advisors, support the use and roll out of appropriate gender tools and curriculums to ensure their high-quality implementation on the field.
  • Coordinate and monitor relevant stakeholders and partners to ensure SCI direct distributions and registrations provide safe and equal access for beneficiaries. Facilitate direct distribution of gender program related items.
  • Conduct collection, documentation and reporting of Gender program data according to child protection minimum standards and IASC standards.
  • Monitor and ensure that gender program components are in line with the Quality Benchmarks, and work with CP Coordinator to address issues and make improvements.
  • Participate in the lessons learnt and best practices.
  • Provide timely inputs to programme and donor reports on gender intervention activities
  • Other gender related duties as assigned by the supervisor to enable and develop SCI programmes

Context analysis and promoting the Centrality of Protection

  • Assist the Gender Coordinator and engage partners to ensure applying of gender sensitive approach in the following areas: case management; PSS support, CP, Esucation, cash-based interventions, WASH/Shelter/NFI;
  • Work closely with Safety and Security Advisor to ensure programme activities adapt to changing security context and coordinate with Coordinator, PM and technical specialists on potential programme modifications when necessary.

QUALIFICATION:

  • Bachelor's degree in social work, psychology or social sciences or related field or equivalent experience.

EXPERIENCE AND SKILLS Essential

  • Minimum one year of experience in humanitarian response, preferably in protection field
  • Strong knowledge of MS office (Excel, Outlook, Word, Power Point etc.)
  • Strong communication and report writing skills.
  • Good understanding of protection and gender equality issues in Ukrainian context
  • Willing to travel and visit fields on regular basis.
  • Demonstrated commitment to promote and facilitate Gender Equality and feminist principles. Understanding of main challenges and barriers women and girls face in Ukrainian context.
  • Fluency in Ukrainian, at least B1 level of both written and spoken English.
  • Willingness to provide high-quality and comprehensive support for women, men, boys and girls

Desirable

  • Knowledge of IESC GBV guidelines and minimum humanitarian standards set by Sphere and motivation to deepen this understanding in a child-focused organization.
  • Ability to work proactively in a team and independently.
  • Advanced analytical skills, high attention to details, ability to work with a big scope of data, excel sheets and documents.
  • Experience of organizing and co-facilitating of educational events and trainings.
