Background
Recognizing that gender equality is a precondition and accelerator for achieving the SDGs, UNDP is committed to promoting and mainstreaming gender equality and women’s empowerment in all its activities. UNDP’s approach to gender mainstreaming is a dual one: UNDP supports the empowerment of women and girls through gender-specific targeted interventions and also addresses gender concerns in developing, planning, implementing, and evaluating all policies and programmes.
The principles, priorities, results, and financing of UNDP’s programmes and projects are in full alignment with the United Nations Transitional Cooperation Framework (TCF) (2024-2025) for Myanmar. UNDP also accords with the UN Secretary General’s reform agenda aimed at greater internal UN coherence, integration, and synergy. It represents a powerful model of working in a protracted crisis to build resilience amongst the most vulnerable communities. UNDP’s gender empowerment and women’s empowerment interventions also aligns with the UNDP Strategic Plan and UNDP Signature Solutions. It also represents UNDP’s commitment in Myanmar to the principle of leaving no one behind.
The United Nations Development Programme (UNDP) has developed a 10-Point Action Agenda for Advancing Gender Equality in Crisis Settings (10PAA), a roadmap to guide its development programming towards results that will help transform and advance gender equality in crisis contexts and achieve the Women, Peace, and Security agenda. It is grounded in the understanding that deep-rooted, intersectional discrimination sits at the heart of the multiple challenges humanity faces and reinforces models of dominance that exclude and leave women behind, especially in crisis settings.
Myanmar as a country with multifaceted challenges has seen an increase in gender-based violence and gender inequality. To this end UNDP Myanmar seeks the services of a Gender officer to work across the projects to develop, implement, monitor, and evaluate the following activities:
- Implementation of the Gender Action Plans (For the projects) and Gender Equality Strategy (2023-2026) in identifying the gaps and needs at the local level, supporting the Implementing Partners in incorporating and delivering prevention and response of GBV as part of their annual work plan as well as monitoring the Gender inequality risks that arise in con?ict settings.
- Engaging local agents of change across di?erent segments of society and across relevant networks to provide a strong foundation for social change and transformation in UNDP’s work.
- Available, accessible, and acceptable, quality services help to Identify and encourage women change-makers at the community level to engage with various community actors, women’s networks and across women leaders and women’s organizations representing the diversity of women to strengthen their rights.
- Quality and reliable data: Support and carry out gender-responsive con?ict/crisis analysis covering specific geographic and thematic areas, with specific inclusion of intersectional gender data and attention to the prevalence of sexual and gender-based violence, to ensure that programme development is fully informed by evidence.
Supporting women's movements and relevant civil society organizations women’s networks and platforms for action that sustain intergenerational activism. Consistently recognize, support, and build women’s skills and confidence to make decisions and in?uence
Duties and Responsibilities
The gender officer will provide support to UNDP projects teams with its work with the area-based projects and will undertake the following tasks:
- Review and analyse the UNDP’s planned activities with the communities and provide recommendations for implementation and including monitoring and evaluation.
- In reference to the GBV, assess the available services and referral pathways in delivering services in the prevention of and response to GBV and provide recommendations for their implementation and monitoring and evaluation.
- Conduct Capacity building to the Implementing partners on Planning and execution to ensure the gender-sensitive budgeting is integrated.
- Coordinate with the relevant stakeholders (Gender Working Group, gender focal point, CSO, and UN Agencies) to implement the SGBV-related activities of the Projects action plan as well as coordination and advocacy.
- Provide capacity-building training on gender-related topics (gender mainstreaming, GBV, among others) to Implementing partners, focusing on the PSEA Network. The Gender Officer shall develop a training plan based on the developed capacity building training planned in close collaboration with the relevant partners entities to ensure it responds to the capacity building needs they had identified in order to e?ectively implement UNDP’s projects .
- Coordinate with the CSOs to conduct the capacity building related workshops and/or short training to the community of the respective project areas on the prevention of violence against women and girls.
- Support with the implementation of broader activity tasks as required for the project’s success and other duties as assigned.
Institutional Arrangement
The gender officer will work under the supervision of the Gender Specialist and will be required to work closely with the respective projects being supported.
UNDP will provide logistic support and other office equipment to facilitate the work of the gender officer.

Required Skills and Experience
Min. Education
requirements
- Master’s Degree (or equivalent) in international development, international relations, women’s studies, public administration, or relevant field. Or
A first-level university degree (bachelor’s degree) in combination
with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant work experience and require skill
- A master’s or a bachelor’s degree with 2 years of professional experience at the national or international level in working for gender equality and mainstreaming.
Desired skills
- Experience with a specific focus on government and civil society strengthening, including conducting analyses, action planning, making recommendations, and reporting.
- Experience in imparting internal and/or external Gender Training to mainstream gender programming and sensitivities across institutional practices and programming
- Experience working to develop and implement programming that supports women and members of marginalized communities to participate in civil society.
- Experience working with municipality institutions and/or at the
municipal level is an asset.
Required Language(s)
Fluency in Myanmar and English with excellent writing abilities.
Knowledge of other ethnic languages spoken in Myanmar is an asset.
