Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Sanaa, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Gender Based Violence Analyst (GBVA) – will be under the overall supervision of the FAO Representative in Yemen, general supervision of Head of Agriculture and Rural Development unit and under the technical and direct supervision of the Agriculture Officer.

Technical Focus

GBV Analyst will provide technical and programmatic support to the project in mainstreaming GBV as cross cutting issue. S/he will be responsible for building the capacity of staff and IPs in collaboration with regional and HQ appropriate personnel.

Tasks and responsibilities

• Support gender-related (i) safeguards compliance, (ii) sustainable performance, and (iii) quality assurance of all safeguards and sustainability performance documents for the Yemen Desert Locust Response Project prior to sharing them with the World Bank, and in close collaboration with the FAO ESM Unit (HQ based). • Support strengthening of technical capacities within the country and PMU. • Prepare and update (as needed) the GBV Action Plan, GBV/Sexual Exploitation and Abuse (SEA)-specific GRM, and training materials as needed throughout project implementation. Preparation of the GRM will require: (i) establishment of adequate, multiple access points to receive GBV/SEA complaints from stakeholders; (ii) ensuring the access points and overall process are known to beneficiaries; and (iii) serving as the focal point to receive and file claims accordingly, monitoring the effectiveness of the established access points, and proposing improvements as needed to resolve and handle complaints on-site. • Conduct trainings and brief project staff and beneficiaries on gender-focused activities, GBV, and grievance redress for GBV-SEA (including how it works, and how to receive and handle grievances). • Support the stakeholder engagement process from the gender/GBV/SEA perspective, facilitating with stakeholder identification, engagement, GRM, and disclosure, and contributing (as needed) to gender-related aspects of the Stakeholder Engagement Plan (SEP). • Work closely with the Environmental and Social Safeguards Assistant and Social Safeguards in PITs and be responsible for the day-to-day management (review, screening, preparation, implementation, monitoring, evaluation, and reporting) of all specific sub/components activities as they relate to gender and GBV. • Maintain records and proper documentation of gender-related project activities and incidents for possible review by the WBG and FAO’s ESM-Unit, whenever deemed necessary. • Follow the implementation of GBV Action Plan in coordination with the relevant implementing partners and prepare/contribute to the required implementation reports (monitoring/evaluation, mid-term reviews, GRM), including compilation of information in quarterly GRM reports to feed into the biannual project reports. • Communicate to the Chief Technical Advisor and provide guidance on how to best address concerns brought to the attention of the focal points regarding any GBV/SEA impact issues arising from subproject activities. • Any other duties as needed.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University Degree in Gender Studies, Social Work, Social Sciences, Socio-Economics, or other closely related fields. • Minimum five years of relevant operational experience and proven track record in working on projects covering a broad range of gender based violence and social issues as well as GBV/SEA training • Demonstrated experience in the field working on development projects. • Working knowledge of English (C1) • National of Yemen.
