Background

Recognizing that gender equality is a precondition and accelerator for achieving the SDGs, UNDP is committed to promoting and mainstreaming gender equality and women’s empowerment in all its activities. UNDP’s approach to gender mainstreaming is a dual one: UNDP supports the empowerment of women and girls through gender-specific targeted interventions and also addresses gender concerns in developing, planning, implementing, and evaluating all policies and programmes.

The principles, priorities, results, and financing of UNDP’s programmes and projects are in full alignment with the United Nations Transitional Cooperation Framework (TCF) (2024-2025) for Myanmar. UNDP also accords with the UN Secretary General’s reform agenda aimed at greater internal UN coherence, integration, and synergy. It represents a powerful model of working in a protracted crisis to build resilience amongst the most vulnerable communities. UNDP’s gender empowerment and women’s empowerment interventions also aligns with the UNDP Strategic Plan and UNDP Signature Solutions. It also represents UNDP’s commitment in Myanmar to the principle of leaving no one behind. The United Nations Development Programme (UNDP) has developed a 10-Point Action Agenda for Advancing Gender Equality in Crisis Settings (10PAA), a roadmap to guide its development programming towards results that will help transform and advance gender equality in crisis contexts and achieve the Women, Peace, and Security agenda. It is grounded in the understanding that deep-rooted, intersectional discrimination sits at the heart of the multiple challenges humanity faces and reinforces models of dominance that exclude and leave women behind, especially in crisis settings.

UNDP aims to mitigate at the local level, the worst e?ects of Myanmar’s multi-dimensional crisis through the provision of an integrated multi-dimensional programme in all four priority areas of the TCF:

  • Support to crisis a?ected people (HRP) (priority 1)
  • Local institutional strengthening and access to basic services (priority 2)
  • Empowering people and strengthening community resilience (priority 3)
  • Strengthening local capacities for social cohesion and con?ict prevention (priority 4)

Myanmar as a country with multifaceted challenges has seen an increase in regression of gender equality achievements. Gender is a cross cutting theme across all project teams including operations and human resources and everyone has to work towards UNDP’s mandate of promoting Gender equality.

In 2024/2025, UNDP Myanmar Country Office intends to participate in Gender Seal Certification process which requires whole-office approach including increasing Gender Rating for projects. In order to help ensure adequate impact of gender mainstreaming programming throughout the country programme and consolidate an enabling environment for institutional e?ectiveness to deliver gender-responsive and sustainable higher end gender transformative results, as well as to assist the Country Office meet the expected benchmarks to receive the UNDP Gender Seal Certification, UNDP Myanmar seeks the services of a Gender Analyst to work across the projects to develop, implement, monitor, and evaluate the following activities:

Duties and Responsibilities

Summary of key functions:

• Strategic Advice, support and Coordination of the Gender Seal Certification process

• Programme/Project Development and Management including Advocacy and Partnership building.

• Knowledge building and knowledge sharing especially on gender inequalities/dimension in the local context and sharing with key partners.

1. Provides Strategic Advice, support and Coordination of the Gender Seal process, focusing on the achievement of the following results:

• Implementation of CO Gender Equality Strategy and the annual Gender Action Plan for UNDP Myanmar taking into consideration UNDP corporate recommendations as well as comparative best practices.

• Advice and support the CO project teams to build strong institutional commitment and ensure that the gender and social inclusivity focus within the country office is clearly articulated, communicated, and supported by all spheres of operations and programming.

• Advocate and promote a more gender-balanced composition of CO; with special focus on attracting, retaining, and promoting qualified candidates irrespective of gender in UNDP, especially at the field operations level.

• Provide strategic advice to CO’s communication and advocacy activities with a view to achieving broader recognition of UNDP’s contribution to gender equality results in Myanmar by stakeholders and development partners.

2. Provides Programme/Project Development and Management advice, focusing on the achievement of the following results:

• Identify opportunities and lead in the conceptualization of strategic project interventions that respond to the needs and concerns of women and men in line with UNDP’s Country First Programme

• Provide guidance to UNDP programming to ensure that a sound gender analysis informs programme/project design and management; identify strategic actions to be undertaken to improve the quality of implementation, support achievement of related results, and manage the effective application of the Gender Marker.

• Provide advice on appropriate gender-sensitive indicators across projects, and support colleagues in the monitoring and reporting of results/outputs and objectives against agreed indicators, in close collaboration with M&E specialist.

• Monitor political, economic, and social developments trends and issues affecting women’s rights in Myanmar, producing analytic reports, and informing a strategic response to opportunities and challenges within the context of UNDP’s projects in close partnership with the relevant stakeholders.

• Support knowledge building and sharing at the country office on gender equality focusing on achievements, lessons learned, and methodologies utilized in gender equality implementation and mainstreaming.

• Work closely with UNCT, and other UN agencies working in support of gender equality, inclusivity, and women’s empowerment to ensure complementarity and avoid overlap.

3. Provides Advocacy and Partnership building support, focusing on the achievement of the following results.

• Participate in and represent UNDP in activities to highlight key gender equality and women’s human rights issues, and advocate for integration of gender equality and social inclusivity issues into the development agenda.

• Maintain relationships with UNDP’s partners including other UN agencies, donors, and I/NGOs, on matters related to the promotion of commitments to gender equality with a view of ensuring strategic partnerships and strengthening collaboration.

• Initiate and coordinate strategic advocacy activities to maximize support of the UN system and civil society partners on gender equality and social inclusivity in line with international commitments and priorities for Myanmar.

4. Facilitates knowledge building and knowledge sharing as required by the organization, focusing on the following results:

• Organization and conduct of trainings on gender advancement, gender equality and social inclusivity, women’s empowerment, women’s issues, and social development thematic areas related to UNDP’s Gender Strategic Plan in the Country Office.

• Monitor and report on the implementation of the CO Gender Equality Strategy and action plan.

• Contributions to knowledge networks and communities of practice.

• Monitor and document CO’s contribution to gender equality results for reporting and further communication purposes.

• Ensure that all staff are equipped to sustainably mainstream gender equality objectives/goals in their respective areas of work in operations/programming.

Required Skills and Experience

Min. Education requirements

  • Master’s degree in social sciences, Gender or Women’s Studies or other relevant field with a minimum of 2 years of progressively responsible professional experience addressing the promotion of gender equality, inclusivity and women’s empowerment. OR

    Bachelor’s degree in social sciences, Gender or Women’s Studies or other relevant field with a minimum of 4 years of progressively responsible professional experience addressing the promotion of gender equality, inclusivity, and women’s empowerment.

Min. years of relevant work experience and Required skills

  • Minimum 2 years of relevant experience (master’s degree) or minimum 4 years of relevant experience (bachelor’s degree) at the national or international level in providing advisory/technical support services and managing and implementing initiatives/projects in the area of gender mainstreaming, social inclusivity, social protection, community livelihood or any other relevant in the areas of social development and inclusivity and growth.
  • Minimum 2 years of working experience with international organizations and/or government and/or private sector and/or research institution, think tank and/or civil society organization.

Desired skills

  • Experience liaising with a diverse range of partners including Civil Society and Private Sector would be an advantage.
  • Experience working with UNDP/UN system.
  • Excellent coordination and communication skills, including ability to convince, convey and advocate.
  • Experience imparting internal / or external gender training to mainstream gender transformative programming and sensitivities across institutional, practices and programming.

Required Language(s)

  • Fluency in Myanmar and English with excellent writing abilities
  • Knowledge of other ethnic languages spoken in Myanmar is an asset.
