Scope of Work

The GWC was established in 2006 as part of the Humanitarian Reform process, which aimed to improve the effectiveness of humanitarian response programmes by ensuring greater predictability, accountability and partnership. The GWC’s Strategic Plan 2022-2025 will support NHWCPs with ongoing, or at risk of, situations of fragility to enhance and strengthen national and subnational capacities for the effective and accountable coordination of WASH responses. The GWC seeks to advocate and influence for greater WASH coordination in crises being a driver of change strengthening inter-sectoral linkages, collaboration, partnerships and innovation on WASH coordinated responses.

This requires punctual and dedicated capacity to the GWC to ensure state-of-the-art advocacy and communications and the development of a strategic approach to advocacy and an advocacy toolkit for NHWCPs. More broadly, this expertise would also support key pillars of the GWC’s Strategic Plan 2022 – 2025 and the WASH sector’s Road Map 2020 – 2025, ensuring that learning, evidence and innovative approaches are disseminated and applied by partners to improve coordination and a high-quality response in the humanitarian WASH sector.

The Advocacy and Communications Consultant will be responsible for leading the effective coordination of GWC advocacy work with the support of CAST, and other key stakeholders.

Support to global advocacy tasks (60%)

To provide advocacy support to the GWC and CAST, including:

  • To lead on the development of a strategic approach to advocacy and an advocacy toolkit for NHWCPs. This will include conducting a desk review and discussions with CAST, develop an online survey to gather the views of NHWCPs on key priorities for advocacy, key stakeholders and opportunities for advocacy for coordination to be presented at the NCC workshop and validated by CAST, and other key stakeholders. This will serve as the primary resource to support the implementation of the advocacy pillar of the GWC’s Strategic Plan 2022 – 2025.
  • To act as the primary focal point on general advocacy matters for the GWC. This may include regular and ad-hoc advice, liaison, collaboration on advocacy matters with CAST, the Global Cluster Coordination Unit (GCCU), other relevant stakeholders, the Strategic Advisory Group (SAG), country-level advocacy structures and external partners as required.
  • To develop necessary communication materials, including key messages, talking points and global policy positions tailored to the purpose and targets with support and validation by the CAST ensuring a repository of advocacy material is kept available for NHWCPs.
  • To identify cross cutting issues amongst various advocacy areas and across clusters proposing specific solutions and areas of focus for further advocacy development.
  • To define adequate ways of working and to develop advocacy capacities for the effective implementation of advocacy at both global and national level, with the GWC, NHWCPs, and other key stakeholders.
  • Work closely with sectoral coordination platforms to elaborate and strengthen the operational knowledge management for NHWCPs through the support to the Coordination Toolkit, the Minimum Requirements for Coordination Review as well as ad hoc support on information management for the GWC.
  • To identify, support and coordinate key events for advocacy of the importance of humanitarian coordination on the behalf of the GWC, including the DIHAD Conference, World Water Forum, World Water Week, UNC Conference etc.
  • Lead on GWC general communications and dissemination of key information and resources including, monthly newsletters, social media, briefings, meetings, workshops, websites etc.
  • To lead the consolidating, writing and reviewing of bi-annual reporting on advocacy and comms progress, against the annual action plan and strategies.

Support to country-level advocacy structures (40%)

To provide advocacy support to country-level advocacy structures, including:

  • To support up to 6 country-level advocacy structures in 2022 in the identification of key NHWCPs advocacy needs in the development of national advocacy strategies and annual advocacy plans (remote or in-country support as needed, with up to 50% travel to the field).
  • To provide country-level WASH clusters advocacy and communication support as required.
  • To provide advocacy support at global level to advance national advocacy objectives as required.
  • To define adequate ways of working and to develop advocacy capacities for the effective implementation of advocacy at both global and national level, with the GWC, NHWCPs, and other key stakeholders.
  • To support the development of an advocacy toolkit for NHWCPs, including guidance on stakeholder analyses, identification of issues, communications and dissemination tools to be developed in the GWC Coordination Toolkit.

Purpose of the assignment

The purpose of this assignment is to lead on advocacy and communications to support the implementation of the Global WASH Cluster’s (GWC) Strategic Plan 2022-2025. This will be carried out in close collaboration and coordination with the Cluster Advocacy and Support Team (CAST) and the WASH sector’s Roadmap 2020-2025, including field support to country-level advocacy initiatives.

The objective is to support the GWC with the development of an operational and strategic approach for advocacy and communications and to produce an advocacy toolkit for use by National Humanitarian WASH Coordination Platforms (NHWCP).

The aim is to promote evidence-based advocacy best practices in humanitarian WASH coordination, identify global advocacy issues, develop key messages, and define uptake processes for the GWC to carry out its new strategic plan – and to support NHWCP to do the same at the country-level.

Consultant’s Work Place and Official Travel

The Individual Contractor will be home-based with up to 50% field travel.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of a monthly invoice and satisfactory completion of the above-mentioned deliverables as agreed with the supervisor at the start of each month. Please indicate an all inclusive monthly lumpsum to undertake this assignment.

To qualify as an advocate for every child, you will have...

  • A university degree and 4 years of experience in a relevant field – i.e. WASH information management, advocacy, knowledge management or communications.
  • 6 years of relevant experience in knowledge management / WASH Cluster Information Management or advocacy may be accepted in lieu of a university degree.
  • A minimum of 4 years of progressively responsible experience in humanitarian WASH information and knowledge management and or communications, preferably with both cluster and sector lead platforms.
  • Previous experience with UN / UNICEF and knowledge of humanitarian clusters; humanitarian WASH experience is required.
  • Experience in developing humanitarian knowledge management, advocacy and communication strategies;
  • Experience and advanced skills in data analysis and visualization, information management and graphic design tools and software (Excel, R, Adobe suite, Power BI, ARC-GIS, Web content management);
  • Ability to communicate with high efficiency to diverse audiences;
  • Good analytical and conceptual thinking;
  • Proven evidence of writing skills;
  • Ability to be flexible and work within tight deadlines;
  • Ability to work collaboratively on research;
  • Excellent managerial/organisation skills and a solution-oriented attitude;
  • A strong sense of client orientation and a strong drive for results;
  • Demonstrated ability to work well both independently and within a multicultural team;
  • Written and spoken fluency in English; and
  • Other languages, particularly French, Spanish or Arabic, are strongly desirable.
