Org. Setting and Reporting

This position is located in the Warehouse and Commodity Management Section of the United Nations Missions in South Sudan (UNMISS), Wau. The Fuel Officer will report to Chief Fuel Unit or his/her designated official.

Responsibilities

Under the overall supervision of the Chief Fuel Unit, and within the delegated authority, the incumbent will be responsible to assist in managing petroleum, oils, and lubricants (POL) support and related services to the mission with the following duties. • Assists in management and provision of petroleum, oils, and lubricants (POL) as well as provision of other related services to the Mission. Supervises the provision of POL and associated services as appropriate from the contractor to the sectors regions and sections within the Mission. • Manages the mission strategic and local fuel reserves, reviews the Days of Supply (DOS) and reports the stock periodically to Chief fuel Unit and advice accordingly. • Ensure that mission strategic and local reserves are always maintained at adequate levels. • Review requests and authorize issues of bulk fuel to contingents and other users. • Ensure that internal control systems are functioning to the highest standard including accurate and complete accounting, report and maintain all electronic/hardcopy records to ensure proper audit trail. • Ensure that fuel usage by vehicles, generators, individual users and contingents are monitored and analyze any major anomalies or patterns of inconsistent fuel consumption. • Assist in developing outsourced contracts for fuel and associated support services, including the preparation of Statements of Work, technical evaluations and requisition, preparation of presentations to Local Committee on Contracts (LCC), contract Quality Control (QC) and Quality Assurance (QA), accounting and invoicing verification. • Ensure that routine QC and QA procedures and fuel equipment maintenance checks are carried out and coordinate with Regional Fuel Officers/ Sector Supervisors issues pertaining to safety, security and maintenance of fuel installations, vehicles and equipment. • Assist with providing Fuel Unit inputs on budget and acquisition planning; monitor and analyze contract performance to ensure compliance with contract terms, schedules and cost objectives. • Assist in developing, implementing and updating the Mission Fuel Plan; monitor fuel stock holdings at all locations, project product requirements and arrange for routine supply and distribution of fuel and associated products to end users. • Train troops on UN internal control, accounting systems and guidelines. • Develop safe and healthy work atmosphere to minimize risk involved; ensure environmental issues are addressed at all times including at the installation of equipment. • Ensures that fuel duties are undertaken by mission and contractor staff with due regard to environmental and fire safety requirements. • Resolve within the terms and conditions of the contracts, conflicts/problems arising in cases of poor performance or non-compliance with contractual obligations, document and refer cases to Chief Fuel Unit on non- compliance or poor performance. • Liaise with the Contract Management Officer in the resolution of contractual disputes in the course of contract implementation; implement the Unit’s work program; supervise, train and monitor performance indicators for staff. • Analyses Electronic Fuel Management Systems reports. • Coordinates all actions required for the effective implementation of Fuel Management technical projects. • Perform other duties as required.

Education

Job - Specific Qualification

Certificate in data analytics, business analytics, database administration or data science programs is desirable.

Work Experience

A minimum of five (5) years of progressively responsible experience in supply chain, project/ contract management or logistics support preferably in the field of petroleum products is required. Experience in management of Electronic Fuel Systems analysis is required. Experience in managing support services and related contracts in support of international organizations or in support of or in a field operation of the United Nations Common System or a comparable international organization is desirable. Experience in Data Analytics, Enterprise Resources Planning Tools (ERP) or another SAP-based application is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required.
