Preamble: The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development, and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNVs take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UNVs promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNVs even more rewarding and productive.

Under the overall supervision of the Chief Fuel Unit, and within the delegated authority, the incumbent will be responsible to assist in providing petroleum, oils and lubricants (POL) support and related services to the mission, including the following activities.

• Assist, as required and under supervision, in the following areas: Conduct and support five team sites East of the Berm on fuel operations, review fuel stock holdings and forecast product requirements ensuring that each assigned location maintains an adequate operational stocks at all times; • Conduct testing of ground and aviation fuels in accordance with Mission policy and procedures; support the Mission’s quality control, safety and maintenance activities in assigned locations; • Conduct fuel operations are according to Mission policy and procedures; perform specialized technical functions implementing fuel related Quality Assurance (QA)/Quality Control (QC) policies and procedures; • Raise requirement for shopping carts for oils and lubricants, testing and maintenance supplies and major fuel equipment i.e.: tanks and pumps; • Carry out preventative maintenance and repair of mission fuel equipment; • Transportation of assets (Aviation fuel, Oils and Lubricants) and other fuelling equipment to team sites as and when required; • Carry out security and fraud prevention program to UN owned facilities, infrastructures, ground equipment and vehicles and recommends appropriate solutions to address any problem in its processes; • Attend and monitor the loading of bulk Jet A-1 fuel from the main sources and initiate the quality control testing and witness the sealing process with the local customs authorities; • Attend to discharging and or transferring fuel deliveries via road tanker to all team sites; • Attend to emergency repair and other required start-up of fuel storage tanks, fuel equipment and other appurtenances of the fueling system for ground and aviation fuel; • Maintain good record-keepings of all periodic testing for quality control and maintenance for all aviation fueling facilities; • Maintain a database and monitor all movement of fuel equipment, maintains an updated record database and appraise his/her FRO monthly; • Maintain an internal inventory of oils and lubricants monthly and ensures that the physical inventory with the book inventory in the Umoja. • Provide input and data as required for the Fuel Unit's budgeting or planning purposes in terms of fuel equipment, supplies and PPEs • Attend and conduct R&I in technical inspection of all incoming goods for Fuel Unit; • Assist in the briefing of new or rotating UNMOs, AirCrews, Staff members on fuel operations and the use of EFMS scanners; • Perform other related duties as required by the Chief of Fuel Unit.

Furthermore, UNVs are encouraged to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UNVs; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

• Professionalism: Practical experience in working with internationally recognized fuel handling and quality standards with good understanding of day-to-day management of fuel operations including storage, transportation and distribution of fuel; logical and analytical approach to solving problems; practical knowledge and commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of peace operations.

• Communication: Good written and oral skills, including ability to prepare and present concise oral and written fuel data and transactional reports, briefings, updates, and other documentation.

• Planning and organizational skills: Ability to establish priorities and to plan, coordinate and monitor work plans; Demonstrate skills and ability to coordinate the work of others, work with tight deadlines and handle multiple concurrent fuel re-supply and maintenance activities. Ability to comprehend the Mission’s Fuel Plan in direct support of fuel operations in remote locations.

• Technological Awareness: Basic practical and theoretical knowledge of standard field fuel testing and handling pump and filtration equipment. Good computer skills and use of relevant software and other applications; Basic knowledge in electronic Fuel Management Systems (SAP) is desirable. Demonstrates initiative and willingness to learn new skills i.e. Data Analytics

• Teamwork: Good interpersonal skills; demonstrated ability to develop and maintain effective work relationships with military and civilian counterparts in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

At least four (4) years of progressively responsible experience in two or more of the following areas: (1) the operation of the fuel field installations and handling procedures; (2) fuel contract administration; (3) maintenance/repair of fuel equipment; (4) quality assurance/quality control procedures related to POL operations in a field environment; experience in UN peacekeeping or other field operations is desirable; other technical certifications in Petroleum Oil and Lubricants Handling, Fraud Prevention, HSSE are desirable.

  1. Living Conditions: Western Sahara is a territory on the North-West Coast of Africa bordered by Morocco, Mauritania and Algeria. The city of Laayoune has full infrastructure systems such as running water, electricity and sanitation. Sometimes there will be water shortages. Each UN Volunteer live in his/her own private accomodation, preferably in the security cleared and designated areas. Generally, apartments are unfurnished, but the SIG will cover the cost of modest house furnitures. Little entertainment is available in the city such as restaurants, cafes, gym, tennis fields and parks. The local currency is the Moroccan Dirham and many banks and exchange bureaus are available. ATM machine are also available to withdraw money in the local currency.

The weather in Western Sahara is mostly hot and windy. Nights are generally colder than days which is typical desert weather. Winters can get colder, up to low of 10 degrees C. Very windy days as well can occur, so it is recommended to have warm protective clothing as well as light smart wear for summer.

Mobile phone service is provided in Western Sahara by few Moroccan phone companies.The most popular is Maroc Telecom and it offers good rates (price of SIM USD15). Wireless internet is available through the service provider and now wifi services with UN compund is available. The UNV Support Officer will provide help with finding accommodation.

  1. Conditions of Service Contract is issued for 12 months at a time (renewable depending on mandate, availability of funding, operational necessity and/or satisfactory performance). Settling-In-Grant is provided. Monthly Volunteer Living Allowance (VLA) — intended to cover housing, utilities, and normal cost-of-living expenses — ranges between US$ 2,424 and US$ 2,874, depending on the number of primary dependents. Hazardous duty station supplement (HDSS) amounting to US$ 546 per months may be applicable in certain duty stations. Life, health and permanent disability insurances are included, as well as periodic home leave, final repatriation, and resettlement allowance. UNV will provide a copy of the UNV Conditions of Service to the successful candidate together with the offer of assignment.
