Overview

You have:

• A university degree in Forestry or Environmental or a related field is required.
• At least 8 years of experience in forest management including forest monitoring, forest inventory and forest resource assessment.
• At least 5 years of experience with national or regional projects in the field of forestry.
• Excellent writing and communication skills in Russian and Kyrgyz. English is an asset.
• National or Resident of the Kyrgyz Republic.

Organizational Setting

The main aim of FAO Country Office, headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. FAO Kyrgyzstan assists the Government of the Kyrgyz Republic to develop policies, programmes and projects to address the root causes of hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors and to use environmental and natural resources in a sustainable manner. FAO participates in the development and implementation of field projects in the sectors of food security, agriculture and rural development. This requires the integration within the broader framework of sustainable food and agriculture that aims at increasing production and productivity, addressing climate change, and managing natural resources; and enhance rural livelihoods.

In this context, the FAO is implementing in collaboration with the Government of the Kyrgyz Republic, the GCF- funded project “Carbon Sequestration through Climate Investment in Forests and Rangelands (CS-FOR)” (GCP/KYR/020/GCF). Project activities are aligned to the immediate needs, as well as longer term development challenges associated with Agenda 2030 and beyond. The project objective is to increase carbon sequestration through supporting climate investments in forests and rangelands and through reducing drivers of degradation and emissions via institutional support, participatory ecosystem-based sustainable management of natural resources and green growth investments. This assignment will contribute to project objective, such as to contribute to the development of a low carbon-emission and climate-resilient economy, while capitalizing important co-benefits from adaptation and disaster risk reduction.

Reporting Lines

The Forestry Specialist provides support to the project under the general supervision of the FAO Representative for Kyrgyzstan and the direct supervision of the Assistant FAO Representative in the Kyrgyz Republic and National Project Coordinator.

Technical Focus

Natural resource management, climate change mitigation and adaptation, economics, value chains development. The incumbent is guided by the "Project Implementation Manual" and other relevant documents.

Tasks and responsibilities

- Identify approaches for the CS-FOR national stakeholder involvement process and organize National Stakeholders Platform. - Elaborate Terms of Reference for the National Stakeholders Platform which will include gender aspects. - Establish a system of documenting findings and evidences to channel to the CS-FOR National Platform for discussions that will take into account gender disaggregation - Facilitate the organization of the dialogue meetings at the regional and district level with not less than 30% of women participants - Develop Terms of Reference for the subcontract/consulting service organization for the development of methodology for national stakeholder’s platform policy dialogue - Undertake technical discussions to study areas (via specific consultations, including on impacts of existing legislation on biodiversity, environmental resources, and livelihoods of the local population, taking into account aspects of gender equality) to inform dialogue and harmonization of the regulatory framework. - Support dialogues on biodiversity conservation issues and forest ecosystem development in project target areas to ensure ecosystem conservation addressing gender gaps; - Support development process and improvement of Integrated Natural Resource Management and Climate Resilience Plans (INRMCRP) and its further implementation in pilot target areas; - Provide technical advice for project activities for increasing the understanding and awareness on roles of INRMCRP in carbon sequestration and GHG balance; - Undertake preparatory work together with the Forest Service to organize reforestation, taking into account the interests of the local population and the climatic features of the target areas, assessing the availability and suitability of land for reforestation, technical specifications of seedlings, etc.; - Support community mobilization and training for 50 aiyl aymaks (municipalities) and local communities analysing gender implications. - Coordinate gender-responsive project activities on forestry together with project partners FAO, Forestry Service, ARIS and RKDF. - Coordinate project activities to improve management of existing forest resources, restoration of degraded forests and afforestation in pilot areas through successfully demonstrated innovative technologies and practices. - Coordinate project activities for the organization of forestry activities, the organization of nurseries for growing seedlings of trees and shrubs that are resistant to climate change, greenhouses for growing competitive planting materials and supporting the introduction of innovative forest planting methods. - Ensure adherence to the project’s work plan, prepare revisions of the work plan, if required - Undertake any other actions related to the project as requested by PIU/FAO or Forestry Service - Provide progress report regularly and contribute to elaborating the overall reporting process of the CS-FOR project; - In case of unforeseen situations during the implementation of the Project, in agreement with the National Project Coordinator and the PIU, initiate the introduction of additions and change to the "Project Implementation Manual"; - Initiate the preparation/development of documents necessary for the implementation of the Project components (Manuals, Instructions, design estimates, forest crops projects, etc.).

English is an asset; - Excellent communication skills, competence, conscientiousness and responsibility in work; - Ability to solve problems and the ability to make effective and timely decisions in crisis situations.
