Organizational Setting

FAO has a representation office in Armenia accredited with the Government of Armenia and responsible for the planning, implementation and monitoring of the country programme as well in close consultation with the respective technical support from the Regional Office or Headquarter units. The FAOR also monitors the policy developments in the Armenia related to the agrifood system sector in close collaboration with the other national and international stakeholders including the United Nations Country Team (UNCT). A new project funded by the Green Climate Fund “Forest resilience in Armenia enhancing the adaptation and rural green growth via mitigation” has been approved and will start in December 2021. The total funding including co-financing is USD18.7 million. The FAO representation office in Armenia (FAO Armenia) and the Environmental Project Implementation Unit (EPIU) are the Executing Entities (EEs) of the project. FAO will be responsible for the overall implementation of the project and also supervise the work of the EPIU of the Ministry of Environment of Armenia. The project is co-financed by the Government of Armenia, Austrian Development Agency (ADA), Autonomous Province of Bolzano, WWF Armenia and FAO. The position is based in FAO Representation office in Yerevan, with local travel to the project sites (Lori and Syunik Marzes) and other areas relevant to the project.

Reporting Lines

The Specialist reports to the FAO Representative.

Technical Focus

• The incumbent will be responsible for smooth technical implementation and execution of the “Forest resilience of Armenia enhancing adaptation and rural green growth via mitigation” activities in the target project area. • The incumbent will be responsible for ensuring overall technical execution of project components, project objectives and set targets, technical interventions in close collaboration with co-Executing Entity, co-financiers, and project beneficiaries.

Tasks and responsibilities

• Manage the project technical experts/teams; • Prepare Annual Work Plans and Budgets (AWP/Bs) with monthly breakdown in close cooperation with the NPC and EPIU; and draft TOR for all technical activities; • Ensure all technical experts fully understand their roles and their tasks, and provide guidance to deliver quality results of their assignments; • Oversee day-to-day technical activities of the project in line with the AWP/B and in coordination with EPIU; • Organize and facilitate technical meetings/events in accordance with the AWP/B, starting with inception mission of technical experts and related inception workshop; • Contribute to the preparation and implementation of project communication and knowledge management activities; • Prepare technical inputs for the progress reports and all monitoring reports required for FAO-GCF project; • Lead technical interactions with stakeholders; • Provide technical guidance to relevant government agencies, project co-financers and co-Executing Entities; • Coordinate project interventions with other ongoing activities, especially those of co-financers and other relevant projects to ensure synergies between interventions; • Facilitate and strengthen technical collaboration between national project’s stakeholders and regional/international partners to ensure smooth implementation and delivery of project’s activities; • Support the establishment of the project as an umbrella for implementation of sustainable forest management (SFM) related to climate change in Armenia and encourage national/regional/international partners to support the SFM initiative; • Regularly promote the project approach and its technical outputs and findings on a national, and where appropriate, regional stage.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in natural resources management or related fields • At least seven years of experience in the project/programme management in the natural resources management sector; • Working knowledge of English ( level C) and any limited knowledge of one of the other FAO language ( level B) preferably Russian.
