This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

As the development arm of the United Nations, UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Through partnerships with national, regional, and local governments, civil society, and the private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance.

Today Ukraine is facing its most serious challenges since achieving independence in 1991. The conflict in the east forced more than one million people to leave their homes to save their lives. Recovery and Peacebuilding of the conflict-affected areas, as well as support of internally displaced people (IDPs) are among the top priorities for UNDP in Ukraine.

Humanitarian aid is very important but is not enough. There is an urgent need for systemic response to the needs of internally displaced and people living in conflict-affected areas that goes beyond provision of short-term shelters. Working in close partnership with international partners and Ukrainian government UNDP Recovery and Peacebuilding Programme employs a holistic approach responding to the needs of the people in need and strengthening social cohesion and mutual understanding, at the same time preventing excessive social pressure on the host communities.

UNDP is helping to restore critically important social and economic infrastructure and effective work of local governments in eastern Ukraine; to create jobs and spur entrepreneurship among IDPs and host communities; and to promote peace and reconciliation.

The UN Volunteer will work as a part of the team, conceptualizing and organizing a series of foresight workshops, prepare written outputs and support in their dissemination.

Under the overall supervision of the Head of Exploration, Accelerator Lab, UNDP Ukraine and in coordination with Democratic Governance team, the UN Volunteer will undertake the following tasks:

  1. Coordination and technical support:

- Support to the management & coordination of strategic foresight studies including elaboration of concepts with internal and external partners, planning, and facilitating co-creation sessions and implementation. - Provide support in various contractual procurement tasks as required, organize workshops, follow-up on meetings and keep the records updated;

  1. Knowledge creation, capacity building and reporting:

- Collect foresight data and conduct research to produces analysis on emerging trends and futures; - Support development of capabilities of partners and others around future studies (e.g. strategic foresight, horizon scanning, environmental scanning, trend analysis), and listening, (e.g. methods for enhanced community engagement, social listening, deep listening); - Conduct analysis and produce knowledge products, papers and reports; - Design and implement futures and foresight capability building; - Support design and facilitation of workshops;

  1. Communication and Partnerships

- Contribute to strategic communications, partnerships development, resource mobilisation, and expert ecosystem development in the substantive area; - Support events, workshops and conferences as required.

policy analysis, strategy development and work with public sector in Ukraine and report-writing, developing policy briefs, analytical notes.

Desirable: - Experience in coordination multi-stakeholder processes, including with government, universities, UN organizations, NGOs, and the private sector; - Experience delivering high-quality research, analysis preferably covering quantitative and qualitative approaches, and communicating the insights; - Experience on futures and foresight work.

As it is a national UN Volunteer's assignment, the volunteer shall organize his/her accommodation by themselves.

Taking into account the current circumstances in the country, TELECOMMUTING arrangements can be applied by the Host Entity.

Entitlements of National UN Volunteer (Specialist – Step 2)

The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1268  (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses.

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
