Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Sanaa, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The Food Security Senior Analyst will be under the overall supervision of the FAO Representative in Yemen and the direct supervision of the Chief Technical Advisor, Food Security and Nutrition Information (FSNIS), in close collaboration with the National Program Coordinator and other project component leaders and relevant colleagues.

Technical Focus

The Food Security Senior Analyst is responsible for implementing food security assessment activities, timely analysis of data and supporting all food security related activities in Yemen under the project, and in accordance with the Standard Operating Procedures (SOPs).

Tasks and responsibilities

• Design of the surveys and assessments (data collection instruments, sample, questionnaires, data collection modalities) by using and adapting the standard tools • Ensure in data collection such as CATI, FGDs “Focus Group Discussion”, agriculture statistics, periodic surveys (e.g., FSLA), etc, and ensure quality assurance using standard tools and procedures • Ensure the processing, analysis (including weighting, statistical analysis, etc) using relevant statistical software (MS Excel, SPSS, STATA, etc) • Develop analytical products including reports (maps, charts, tables, IPC reports, food security reports, etc), presentations, meta-analyses, etc, using standard templates • Contribute to disseminating the results of the data analyses and promoting the Data in Emergencies hub under the guidance of the technical unit leads • Document lessons learnt and best practices in data collection, processing, analysis, dissemination and reporting as part of capacity building plan • Ensure data availability for all analytical processes such as IPC, Harmonized Framework, Anticipatory Action scenario building, and Humanitarian Needs Overview, and participate in these processes as required • Contribute to briefing/training of data collection partners on the monitoring tools • Promote data management standards including data protection, storage and archiving • Promote and monitor the use of data and analytical products • Perform other duties as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in economics, agricultural economics, statistics, or social sciences • Minimum of 7 years’ experience in humanitarian and development assistance, including food security. • Working knowledge of English and Arabic; • National of Yemen.

• Work experience in more than one location or area of work • Software skills: SPSS/STATA management processing of large databases • Extent and relevance of experience in writing technical reports • Proven experience in reporting and computer skills • Extent and relevance of experience in capacity development • Extensive demonstrated experience in conducting data collection and analysis, surveillance systems, or monitoring and evaluation

• Demonstrated capacity to plan, advise and guide planning processes; • Demonstrated capability to manage and coordinate the implementation of agricultural/rural development projects; • Understanding the food security and livelihoods dynamics of Yemen • Demonstrated ability to liaise with multiple agencies, effectively building an understanding and partnership with other UN bodies, NGOs, and governmental agencies; • Ability to plan, organize, implement and report; • Ability to lead, coordinate and work within a team of professional staff from diverse technical and cultural backgrounds; • Ability to work anywhere in the country.
