Under the supervision and guidance of the Operations Officer (NOB)****; and overall technical supervision of the Administ****r****ative and Finance Manager (P****4****)****. the Senior Administrative & Finance Associate SAFA-GS7 is responsible for executing a broad variety of standardized administrative and financial tasks for the respective section(s) requiring thorough knowledge of UNICEF administrative and financial procedures, processes, and policies. In this capacity, the need to project the Image of a credible and reliable service provider is Imperative to quality of process delivery, and the Impact of work directly reflects on the overall reputation of the field office team in terms of responsiveness to client needs and quality of process execution.

The SAFA provides financial and administrative expertise to support the field office development, implementation, execution and monitoring of the country programme, to ensure effective and timely delivery of planned interventions, consistent with UNICEF procedures, rules and regulations; In Balochistan.

You can make a difference by executing the following key functions/accountabilities:

  1. Appropriate and consistent interpretation, application and Implementation of administrative policies and procedures for timely operations support to Field Office programme delivery In Balochistan
  • Implement the appropriate application and interpretation of administrative guidelines, SOPs, rules, regulations, policies and procedures for optimal results, and support supervisor and the head of the field office in updating and guiding Field Office staff on administrative policies, procedures rules and regulations.
  • Facilitate FO conducting of events and conferences, by making the logistical arrangements, through engaging with facilitators, caterers and hosts, within administrative rules and regulations.
  • Assists supervisor in recommending actions for the improvement of internal controls in respect of administrative services provision.·

2. Administer Field Office budget preparation and implementation to ensure proper administrative management and services.

  • Assist supervisor in preparation of budget estimates for field office premises, equipment and supplies. This also includes maintenance of budgets for admin related services as well.

3. Property management of administrative supplies, office equipment, vehicles and other properties is effectively performed.

  • Maintain and update database on leases and agreements for office premises and outsourced services, ensuring timely renewals as per procedures, rules and regulations.
  • Maintain office premises, updating of inventory records as per guidelines (both in VISION related & under mAsset app).
  • Assist supervisor for recording the minutes of PSB and execution of PSB recommendations approved by Head of Office.

4. Undertake all administrative transactions and services including registry and arrangements of contracts ensuring compliance to standards as stipulated and applicable to policies, procedures, rules and regulations.

  • Ensure that all administrative transactions and contracts arrangements are in compliance with policies and procedures.
  • Assist in reviewing agreements for contractual services like janitorial, courier, water supply, vehicle, and equipment maintenance etc. and provides suggestions for improvement.
  • Ensure timely dispatch of office mails and also arrange to deliver mails to concerns after proper implementation of registry system.

5. Manage the Field Office fleet and transport function in Field Office including supervision of Drivers to support delivery of program interventions In Balochistan.

• Responsible for supervision of field office Drivers and ensure to provide efficient and continuous transport arrangements for office staff travels, meeting outside office etc. • Assist operations for preparation of vehicle services schedules and help to keep the vehicle logbooks up to date and vehicle in functional conditions.

6. Responsible for providing a variety of specialized tasks in finance functions, ensuring accurate and timely delivery that is in compliance with UNICEF financial rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate Irregular cases, and to recommend improvements to process delivery and design.

  • Review financial documents, FACE forms and ICE in compliance of HACT policies and procedures and ensure timely liquidation of accounts as per Table of Authority; and share with management lacunas in compliance.
  • Carry out HACT Assurance activities at field level-as a member of spot check committee, participate and or conduct timely conducting of spot checks to implementing partners of UNICEF as per HACT assurance plan based on FO Assurance plan and share reports on findings and observations.
  • Prepare detailed FO cost estimates, including to consolidate cash forecast for programs and participates in budget analysis and projects, as required
  • Prepare and or generate financial reports as may be required for budget preparation, audits or other reasons.
  • Maintains financial records and monitoring systems for field Office.
  • Assist in year-end account closure and the preparation of year-end reports related to accounts receivable, accounts payable, prepayment, deposits, NEP and leave balances etc.as may be altered.

7. Responsible for processing of different payments for field office and ensure compliance of UNICEF policies and procedures.

  • Act as Local Focal Point (LFP) for Global Shared Service Center and submit all type of invoices (purchase order, non-purchase order, travel related etc.) in Service Gateway after thorough review and ensure the accuracy of documents.
  • Review the travel invoices for FO staff and take appropriate actions for settlement asap.
  • Update the payment parameters for travel of staff and assist Operations Officer to take actions for closure of open trips.

8. Any other assigned administrative and finance related tasks to carried out operations activities

  • Assist supervisor in carrying out of day-to-day operations related tasks to respond and tackle the situations in efficient and effective manners.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Bachelor's or higher) in finance, administrations or related field ls an asset for this job. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 7 years of relevant experience in the field of finance and administration is required.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Any other assigned administrative and finance related tasks to carried out operations activities.
  • Assist supervisor in carrying out of day-to-day operations related tasks to respond and tackle the situations in efficient and effective manners.
