Org. Setting and Reporting

The mandate of the Independent Investigative Mechanism for Myanmar (IIMM) was established by the Human Rights Council in its resolution 39/2, adopted on 27 September 2018. The creation of the Mechanism was welcomed by the General Assembly in its resolution 73/264, adopted on 22 December 2018. This position is located in Geneva, Switzerland within the Collection, Analysis and Sharing Section. This position will report to the Financial Investigator, P-4.

Responsibilities

Within delegated authority, the incumbent may be responsible for the following duties: - Conducts financial investigations of serious international crimes and violations of international law, such as genocide, crimes against humanity, war crimes, rape and sexual and gender-based violence, including by undertaking field missions for extended periods of time; - Prepares for and conducts in-depth interviews with relevant witnesses, including potentially survivors and victims of serious international crimes and perpetrators, in difficult or hostile environments and circumstances, including through the use of interpreters; - Collects and preserves digital and physical evidence ensuring that all potential or relevant evidence is gathered and secured, and that all necessary evidential chains of custody are established and maintained; - Analyses financial data and information, including by coordinating as necessary with representatives of government, the UN, civil society actors and other interlocutors; - Prepares complete, concise, and well-drafted investigation reports in the English language; incorporating as necessary financial data, maps, graphs, charts, tables, images and other illustrative devices; - Works closely with the Mechanism's Information Systems Management Section to ensure efficient collection and storage of financial information and evidence; - Works closely with the Mechanism's Information Analysts to ensure that relevant open source and other information is collected and integrated into financial investigations; - Assists national prosecutors, police or law enforcement agencies with investigative and/or prosecutorial activities; - Undertakes other duties as required.

Education

Advanced university degree (Master's degree or equivalent) in accounting, finance, economics, criminology, criminal justice, law, human rights, history, political/social science, or a related field. A combination of a first-level university degree in law, police studies or related fields together with a diploma and/or certification in investigations (financial, military, police, federal/national intelligence agencies), with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A formal qualification and/or certification in financial and/or criminal investigations pursuant to a course of study, training and examinations of a state/national law enforcement institution, a national military academy or a federal/national intelligence service training institution, supplemented with professional development courses and/or certifications involving study, training and examinations in investigatory work in combination with four additional years of qualifying work experience may be accepted in lieu of the first-level university degree.

Work Experience

A minimum of five years of experience investigating financial crimes is required. Two years of experience, whether in an international criminal tribunal, international investigative body or national police or investigative entity, in the investigation of cases involving serious international crimes, such as genocide, crimes against humanity, war crimes, sexual and gender-based violence, is required. Experience using open-source resources as part of financial investigations is desirable. Experience conducting witness interviews in different cultural environments is desirable. Experience working on investigations or information analysis in relation to Myanmar is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of local Myanmar languages is desirable.
