Org. Setting and Reporting

The position is located within the Financial Management Section (FM), Division of Programme Support and will be under the direct supervision of the Section Chief. The Financial Management Section is responsible for managing the accounting, financial and budgetary operations of regular and extrabudgetary resources entrusted to ITC, in accordance with the Financial Regulations and Rules of the United Nations to support the delivery of ITC’s programme of work. The objective of the position is to support financial operations and budgetary processes, and to support the Chief of FM with internal projects and the preparation of technical material. The Financial Management Section (FM) consists of three units, Financial Operations and Accounting Unit, Budget Unit and Project Support and Implementation Unit all reporting to reporting to the Chief of Financial Management.

Responsibilities

Under the supervision of the Chief, FM, the Associate Finance & Budget Officer will be responsible for the following duties: • Reviews and analyses programme budget/financial implications • Assists managers in the elaboration of resource requirements for budget submissions. • Prepares allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. • Monitors budget implementation and recommends reallocation of funds as necessary. • Monitors expenditures to ensure that they remain within authorized levels. • Reviews requisitions generated by the ERP system for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. • Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. • Assists in the preparation of budget performance submissions. • Reviews and assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. • Analyze the financial situation pertaining to UNDP Service Clearing Account (SCA); Liaise with UNDP, and UN Secretariat focal points to propose solutions and guide on relevant financial management processes; Contribute to development and maintenance of Standard Operating Procedure (SOP) on SCA management. • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to project budgets, ensuring compliance with United Nations policies and procedures; • Performs other related duties, as assigned.

Education

An advanced university degree (MA or equivalent) in business administration, finance, or related field. A first level university degree in business administration, finance, or related field may be considered with an additional two years of qualifying experience.

Work Experience

Two years of relevant experience in finance, administration, budget, business administration or related area is required. Experience with the application of International Public Accounting Standards (IPSAS) is desirable. Experience of Financial and Budget Management in the UN context is desirable. Experience of a large ERP system (such as SAP) is desirable Experience in settling inter-office billing accounts is desirable

Languages

For the position advertised, fluency in English is required. Knowledge of another UN language an asset.
