Org. Setting and Reporting This temporary position is located in the Executive Office of the Secretary-General. The Financial Analyst/ Finance and Budget Officer reports to the Chief, Management and Administration Unit/Executive Officer.

Responsibilities Within delegated authority, the Financial Analyst/Finance & Budget Officer will be responsible for the following duties:

Budget and Finance Management: - Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements for work programs undertaken in EOSG. - Provides detailed input with respect to resource requirements for budget submissions. - Reviews, analyzes and finalizes program budget/financial implications to trust funds and grants. - Issues allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. - Manages and monitors budget implementation and recommends reallocation of funds as necessary. - Monitors expenditures to ensure that they remain within authorized levels. - Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules, established policies and procedures, and donor agreements. - Manages and coordinates the production of budgetary management reports as and when required, and provides advise and support to managers of other EOSG units on financial and administrative matters related to utilization of extra-budgetary resources. - Streamlines internal procedures to ensure timely administrative service delivery. Oversees a variety of processes, in implementing and monitoring support services, including procurement of supplies and services, travel, and information technology support in line with service requirements. - Supervises and provides guidance on financial administration and management issues and practices related to trust funds and/or extra-budgetary resources.

General: - Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to the work program, ensuring compliance with donor requirements as well as with United Nations policies and procedures. - Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications. - Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules. - Gathers, organizes, analyses, and synthesizes data using tools such as Umoja BI, Qlik Sense reports, Power BI, and design monitoring report for budgetary and financial management. - Ensures the integrity of financial and management systems and the controls that underpin them. - Performs other related duties, as assigned.

TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

Education Advanced university degree (Master’s degree or equivalent) in finance, administration, budget, business administration or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven (7) years of progressively responsible experience in operations, finance, budget, business administration or related field is required.

Experience working in finance, accounting or business management / executive office function is required.

Experience working with donor agreements, managing trust funds and/or extra-budgetary resources in an ERP system is required; familiarity with Umoja Grants module and IPMR is required.

Experience working with Microsoft PowerBI, as well as Microsoft Excel and PowerPoint is desirable.

Experience in data management, analytics, data visualization, and reporting, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, (both oral and written) is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
