The overall purpose of the role:

  • Supervise members of the team
  • Deliver technical support and guidance to the team
  • Fulfil daily accounting tasks and assist in coordinating financial functions and services
  • Producing relevant financial previsions and reports on a regular basis

Responsibilities:

Management

  • Lead and manage the team (including people planning, performance, well-being and development)
  • Ensure effective planning and quality implementation of the sector/support activities
  • Ensure daily monitoring of the area
  • Asses the daily quality
  • Provide technical support and inputs

    Transfers and payments

  • Ensure all payments are made timely and in accordance with existing DRC forms

  • Ensure all payments meet the requirements of National Law and engage with authorities, tax advisors or other stakeholders to ensure tax requirements are met accordingly
  • Ensure that payment documents comply with DRC internal financial procedures and donor regulations
  • Ensure timely submission of fund forecast/request to Country Office and adequate funds are available for area operation.

    Accounting

  • Ensure all expenses enter the DRC accounting system on time and of the highest quality

  • Ensure updated cashbooks on a daily basis to reflect the actual status of existing cash count and bank balance in all currencies
  • Ensure all bank accounts statements are reconciled
  • Ensure a proper filing system for financial documents

Budget control, planning, and reporting

  • Develop and ensure the implementation of shared cost tools
  • Liaise with Program Managers on regular budget monitoring
  • Prepare and use budget control tools for regular budget follow up
  • Prepare and assist in issuing donor reports
  • Support the development of new proposals with financial information for budgeting
  • Support ASSM and AM in updating Master Budget
  • Bi-Weekly Cash Book
  • Monthly financial report (with all supporting documentation attached to it) as required
  • Reporting on budget utilization, availability and forecast as required

    DRC Dynamics ERP System

  • Ensure that processes under supervision are handled properly via DRC Dynamics

  • Ensure ERP finance functionalities are properly used by concerned staff and team has proper knowledge and access to information to use DRC Dynamics
  • Apply reports and data analytics from ERP system to improve performance in area of concern

As Team Leader the post-holder is responsible for the following:

  • Accountable for people management of employees, usually working in the same area of work
  • Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time
  • Hiring and termination of employees and conducting performance appraisals (closely overseen by the next-level manager)

Experience and technical competencies:

  • Minimum 3 years of relevant work experience in the financial/accounting field
  • Proven management skills and competence in people management
  • Advanced proficiency in Excel and financial IT systems
  • Basic proficiency in PowerPoint and Word
  • Experience in working in NGOs
  • Full professional proficiency in English

Education:

  • Bachelor’s degree or higher diploma in finance accounting with relevant professional certification

Languages:

  • Fluency in Arabic required
  • Fluency in English required
