ROLE PURPOSE:

The Finance Officer will provide accounting, Sub-Awards and Supplies processing, processing Agresso systems and other financial support to South Area Office (SAO) in compliance with the SCI financial policies and procedures and in line with local law requirements. This person will assist in reporting to HQ, Donors and local authorities and ensuring that SCI tax obligations are fulfilled in accordance with the law and regulations of Ukraine.

Key Areas of Accountability:

• Maintain complete books of accounts, as per Save the Children International SCI-Ukraine CO Finance Manual.

• Prepare Bank and cash General Ledger and Cash Offline Spreadsheet (GLACOS).

• Enter financial data in to trackers on a daily basis.

• Ensure that all payments are properly coded against awards and authorization matches Budget Holder as per SCI-Ukraine Scheme of Delegation.

• Assist Finance Coordinator (FC) to strengthen internal controls.

• Ensure appropriate segregation of duties is applied to all financial management tasks.

• On monthly basis follow-up prepayments and manage schedule on Financial Management system FMS.

• Ensure that monthly bank reconciliations for all bank accounts are prepared as per SC Ukraine policy.

• Assist FC in tracking all balance sheets on monthly basis and at the end of each award.

• Maintain Asset & liabilities monthly schedules & reconciliations & ensure that all balances are reconciled with Financial Management system (FMS).

• Ensure that daily financial matters are handled in a systematic, accurate and transparent manner.

• Monitor cash & bank flows on daily basis and maintain close coordination with financial institutions to ensure smooth cash flows.

• Assist FC during Internal/external audits.

• Closely work with Field Office Awards Coordinator to fully understand financial & compliance aspects of donor funded portfolio and use Award Management System (AMS) to understand donor financial compliance requirements.

• Maintain working relationship with SCI-Ukraine partners and support Field Office & Country Office to with financial implementation of projects through partners.

• Escalate any noted financial risks / fraud activities directly to Field Manager and Country Finance Director.

• Assist FC with the submission of all Internal & external financial reports.

• Review e-mails on a daily basis, respond to queries from suppliers and colleagues in a timely and appropriate manner.

Required:

  • Bachelor degree in Finance or Accounting.
  • Minimum 2 years’ relevant experience in finance, legal support, audit etc.
  • Excellent interpersonal skills.
  • Excellent verbal and written communication skills in English (required) and Ukrainian.
  • Computer literate (including working knowledge of Microsoft Office)
  • Excellent attention to detail, organisational skills and discretion with confidential information
  • Ability to work independently and proactively.
  • Proven ability to handle challenging work load.
  • Knowledge or experience of NGO work desirable.
  • Work experience in the zone required.
