You have:

  • Bachelor’s Degree in Business Administration or equivalent in Accounting or Finance preferred
  • Professional Accounting qualification Such as CPA, ACCA is an added advantage
  • A minimum of three years’ experience of finance related experience
  • Ability to articulate in written and spoken English at Basic to Intermediate
  • Ability to present financial data in a clear and coherent manner with EXCEL or other relevant accounting program
  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills
  • Promote Finance policy and procedure, must 'walk the talk' in terms of accountability

Finance Officer

The Role Summary:

The Finance Officer is responsible for implementing effective financial and asset control systems while supporting the Senior Grants Finance & Administration Manager in planning, tracking, and reporting. This role involves providing technical support to program teams to ensure adherence to World Vision’s Field Finance Manual, promoting awareness of finance policies and procedures among staff and partners, and facilitating daily financial transactions. Additionally, the Finance Officer maintains finance and asset tracking tools, assists in preparing financial documents and budget planning, analyses practices for improvements, and collaborates with partner finance staff to ensure timely reporting and compliance with donor guidelines.

Key Responsibilities:

  • Contribute to the implementation of effective and accountable financial and asset control systems.

  • Consolidate monthly cash projection for Emerge Project

  • Ensure that all journals (reversals, prepayments, accruals are done in a timely manner)
  • Review of procurement requests through the ProVision system and employee advances and expenses in Concur GEMS systems
  • Facilitate payment processes in accordance with Field Finance Manuel
  • Prepare voucher payments
  • Monitoring local petty cash account balances
  • Advise FSS Snr Finance & Admin Manager on balances
  • Prepare replenishment request as required
  • Track staff advances, providing regular updates to Snr Finance & Admin Manager to ensure they are settled within 7-days
  • Receive partner payments, review and forward for processing.
  • With support from Snr Finance & Admin Manager, maintain accurate General Ledger Accounts, spearheading revisions and providing analysis as required
  • Update Fixed Asset Register on a monthly basis
  • Undertake budgeting and burn rate monitoring for projects under Southwest state.

  • Contribute to the implementation of timely planning, tracking and reporting mechanisms.

  • With the assistance of Snr Finance & Admin Manager, prepare monthly, quarterly cash projections for project operational cost

  • With the assistance of Snr Finance & Admin Manager, draft periodic financial reports;
  • With the assistance of Snr Finance & Admin Manager, draft basic budgets and support budget modifications on need basis.
  • Coordinate the compilation and processing of implementing partners financial documentation.

  • Promote awareness of World Vision finance policy and procedure to ensure accountable implementation of World Vision programs.

  • Provide continual technical back-stopping to programs teams of financial documentation for routine office activities:

  • Facilitate in capacity building of staff members on finance policies and procedures
  • Provide technical back-stopping to implementing partners, providing on-the-job mentoring of World Vision finance requirements
  • With support from Snr Finance & Admin Manager, draft responses to queries from various external stakeholders regarding World Vision financial matters
  • Implement finance processes and procedures for Emerge project and advise Snr Finance & Admin Manager on means to improve.

  • Ensure Partner or ministry finance are well-trained and project implementation on budget.

  • Ensure monthly project expenditure reporting

  • Ensure adequate training of Finance
  • Provide Cashflow support to partners

Essentials:

Working Environment

  • Office-based in Baidoa, South West State with domestic travel required from time to time.
