Job Description

Job Title: Finance Officer Department: Finance Location: Ukraine

**Background/IRC Summary: Months of escalating Russian hostility towards Ukraine have culminated in a concerted invasion of the country and the launch of military attacks across multiple cities in Ukraine, with a view to destabilize the country and provoke a change in government. Fleeing insecurity, Ukrainians are travelling west, with Poland establishing 8 reception centers along its border with Ukraine, for an estimated 1 million arrivals.

Between February 7-23, 2022, an IRC team undertook a scoping mission covering Poland and Ukraine to better understand the context, humanitarian and civil society landscape, and anticipated service gaps in the event of an escalation of conflict in Ukraine and consequent displacement into neighboring Poland. As of February 24th, the IRC has pivoted to an emergency response, and have identified partner agencies in Poland and Ukraine to facilitate immediate assistance that can be used where it is the most needed. Simultaneously, IRC/partners will launch a rapid needs assessment to better understand the humanitarian needs in both Poland and Ukraine and how IRC can complement partner response services either in breadth or scale**

Job Overview/Summary: The Finance Officer report to the Finance Manager. He/she will provide support to the Finance Manager and is responsible for preparing financial statements, maintaining cash controls. The Finance Officer must work within the Financial Manual of IRC, Tax Policies, and Procedures and in compliance with all National Acts and Legislation.

Responsibilities Specific duties - Maintain Custody of Cash Box. Make Payments as necessary. Day-to-day control of cash documents preparation. - Review all POs and PRs for proper coding and budget adequacy before payment. - Review all payment documents for proper and adequate back up. Process inputs in ERP system and client-bank. - Control and day-to-day guidance of Finance Assistant. - Control and liquidation of petty cash and corporate cards expenses. - Participation in processing payroll and downloading transactions in ERP system. Preparation of incentive workers payroll in field. - Participation in month-end closing process. - Assist in the implementation of Finance policies, procedures and systems. - Ensure compliance with IRC procedures and guidelines. - Review expenditure spreadsheets for accuracy and completeness.

Finance/Budgeting

- Act always in accordance with local law and standards of accounting practice. - Review with the objective of gaining a clear understanding budget guidelines and instructions - Review funding allocations to enable proper guidance to programs and proper coding. - Provide training to program staff on finance issues. - Assist in budget preparation at the field level.

Common duties

- Attend and participate in trainings identified/organized by your supervisor - Follow any new procedures and guidelines designated in circulars from Country Director - Perform other duties as may be assigned by your supervisor

Security/Communication - Communicate with Finance main office on security issues within the office and outside the office - Report to the Finance Manager any irregularities that occur within the IRC office, staff compound and sites on policy and procedures.

Job Requirements: - Bachelor’s degree in Accounting from recognized College/Institution. ACCA/CPA qualification will be preferred. - Minimum of three years of accounting experience. - Computer literate with significant experience in excel, accounting package. Knowledge in (SUN system) will be an added advantage. - The candidate should be mature, with stable personality and ability to maintain confidentiality. - Exceptional interpersonal skills; tact, patience, diplomacy, and appropriate assertiveness. - Languages Requirements: Fluency in Ukrainian and English.
