OBJECTIVES OF THE PROGRAMME

The Department of Finance's objectives are to support Country Offices, Regional Offices and Headquarters in all financial matters to ensure precise and timely services to colleagues throughout the Organization, including hosted entities. The department of Finance (FNM) is responsible to set financial policy and guidelines to ensure accurate, timely and complete revenue, and expenditure recording. Financial services include Treasury, investments, Staff Health Insurance, pension and other insurances. To, issue annual financial statements, donor reporting and manage WHO external audit; to maintain financial integrity, transparency, accountability and trust in WHO by all stakeholders. To provide the best customer service possible, facilitating access to benefit entitlements for the WHO family worldwide and efficient processing of all related benefits using innovative technology. Within the Department of Finance (FNM), the Accounts, Policy and Reporting Unit ensures that the Organization has established accounting policies in line with IPSAS requirements, ensures proper accounting policy and processes are adhered to across all levels of the organization, manages the general ledger and expenditures, performs timely financial consolidations, closure and prepares consolidated financial and management reports, and facilitates the external audit. The BMS project concerns the replacement of the present ERP system (Oracle) with Workday, and integration of all financial and related systems and requires a large amount of input from teams within the Department of Finance, Regional Offices and Hosted Entities. A temporary position has been established i) to support regular positions whilst they work on the business input for the BMS project and ii) to assist with testing, data cleaning etc as necessary.

DESCRIPTION OF DUTIES

SME and team tasks assigned as required, for example:

  • Performing accounting and business policies and procedures necessary to close the books and prepare financial statements, including; the monthly/quarterly/annual closing, reviewing accounts and balances, preparing reconciliations, supporting and maintaining various division and business unit financial processes, preparing and maintaining various summary reports.
  • Monitor and analyze global, regional and country level financial management (based on reported financial information and audit reports) to identify anomalies and exceptions and follow up where further involvement is required.
  • Recommends and formulates policy revisions and adjustments relating to global, regional and country level recording of expenditure, as needed.
  • Perform accurate and consistent accounting compliance with IPSAS and corporate policies and procedures.
  • Provide management with timely and accurate information to support business decisions.
  • Supporting the external audit process including prepare replies / provide compiling and coordinating data from regions / Global Shared Services (GSC), preparation of management reports.

BMS assigned tasks, for example:

  • Preparation of test scenarios for end-to-end system testing; Data clean up and conversion and quality control; Update of documentation e.g. Standard operating procedures for the system changes.
  • Performs all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential:

  • Advanced level University degree in financial management, accounting, business administration or closely related other field.
  • Professional accounting qualification such as CA, CPA, ACCA or other equivalent qualification.

Experience

Essential:

  • At least 7 years experience with relevant financial management responsibility, including some international and/or field/country based experience.
  • ERP experience.

Desirable: Experience in ERP implementation projects would be an asset.

Skills

  • Demonstrated managerial, supervisory and leadership skills.
  • Expert knowledge, skills and experience of principles and practices of international accounting and financial management including a strong understanding of IPSAS or IFRS.
  • Very good knowledge of and skills in the use of integrated IT accounting systems (e.g. Oracle, Workday).
  • Strong ability to analyze financial data including large financial data extracts,summarize results, produce reports and recommend appropriate actions.
  • Ability to plan and organize tasks on an autonomous basis.
  • Strong skills analyzing large financial data extracts.
  • Sound judgment, integrity, tact and discretion in dealing with internal stakeholders.
  • Excellent communication (written and oral) and interpersonal skills with finance and non-finance staff.
  • Thorough knowledge of financial policies, procedures and regulations.
  • Strong skills in the area of Office packages in Excel, Word, and PowerPoint.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4952 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
