  • Recommended 5 years managerial level experience in a corporate or an NGO
  • Degree or 5 - 10 years of education in related field, certification from an accounting body like CA, ACCA, CPA, ICMA is preferred

ROLE PURPOSE:

As a member of the country office finance team, the Finance Coordinator, Budgeting & Reporting provides support to Afghanistan Country Office (AFCO) by preparation of proposal budgets and financial reports of various awards for internal and external use, and for the donors I Members. S/he also acts as a point person for managing active awards to ensure proper budget management.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Senior Finance Manager (FP & A)

Staff reporting to this post: None.

Role Dimensions: AFCO has a current annual portfolio of about USD 60 million, with about 35 active awards in each month for which reports are submitted to various Budget Holders, SC Members, and donors on regular basis. AFCO implements programs in Afghanistan via seven sub-offices in the provinces, plus a program and the country office in Kabul. The Finance Coordinator ensures efficient and effective use of the CO financial resources through accurate reporting, analysis, and forecasting for all the awards and internal processes.

Internal processes.

KEY AREAS OF ACCOUNTABILITY:

  1. Member I Donor /Internal /MOE Reporting: (45% FT LOE)

a) Maintain a donor I Member reporting calendar for all awards.

b) Ensures timely and accurate reporting on awards in coordination with AMU and adherence to the donor required formats.

c) Ensure that all the reports are reconciled with Agresso, and the ineligible costs are reclassed before submission of the report to AMU.

d) Ensure reports are submitted to the finance director for approval three days before these are due date to AMU.

e) Prepare accurate Ministry of Economy reports and submit on timely basis, project budget Registration, Project Top-up budget update in the online portal, Semi-annual Financial reports for all SCI active grants.

f) Visit MOE office for any justification required in the Semi-annual financial reports.

g) Close coordination with budget holders and Access team in project budget registration and semi-Annual financial reports.

2. Development of proposal budgets/Create DEA’s and Phased Budgets (30% FT LOE)

a. Actively engage with the Technical Advisors, Budget Holders, and Awards Team, in preparing the donor proposal budget

b. Prepare proposal budgets, amendments, modifications, cost/no-cost extensions on timely basis.

c. Ensure that all the required Non-Thematic Costs and Staffing costs are incorporated in proposal budgets according to donor rules and guidlines

c. Ensure the proposal budget is submitted to Sr Finance Manager and Finance Director for review and approval at least one day before submission to the Awards Team.

d. Ensure relevant Non-Thematic Costs and Staff salary gaps as per the staff gap analysis are incorporated into the proposal budgets.

e. Ensure accurate and up-to-date CAM calculators are in place.

F. Ensure timely preparation of DEAs by the relevant finance focal persons.

g. Ensure accurate and timely phasing of budgets for each SoF with the Budget Holder by the relevant finance focal persons.

b. Work closely with partners during the preparation of proposal budgets to ensure partner budgets are accurately prepared.

c. Provide a phasing template to the Budget holders and guide them to ensure all SOFs are phased accurately.

d. Ensure all loaded SOF budgets are posted to Agresso and tally with the Fund summaries and follow up with the Budget holder for any discrepancies and correct them on time.

e. Prepare analysis reports as and when required by the Senior Finance Manager and FD.

3. Budget Vs. Actual Analysis: (15% FT LOE)

a. Provide BvA reports to the relevant stakeholders including budget holders and arrange meeting with them to review the BvA report:

b. Analyze the SoF wise BvA report monthly and obtain explanation from the respective budget holders for significant over or under spending and support to post any recommended recharges or reclasses.

c. Monitor the NTC DEA Lines including CAM lines to ensure any over or under spend is dealt with on timely basis, maintain a staffing list for staff under the respective SOFs and ensure they charge correctly.

d. Work with Budget Holder to prepare monthly explanations on the over and under spending and share with the Snr Finance Manager.

e. Attend monthly AIR meetings for the respective SOFs assigned to provide guidance on any financial matters.

4. Others: (10% FT LOE)

Under the direction of the supervisor:

a. Contribute to country strategy and operational planning and reporting

b. Ensure that audit recommendations for respective awards are implemented as per donor rules and regulations.

c. Participate in internal and external meetings when required.

d. To cover for any other position in Finance team during leaves or high workload.

e. Perform other Related Responsibilities as assigned by direct supervisor.

f. Ready to work to respond to any natural disaster or emergency anywhere in Afghanistan.
