The position is for M&E management activities of the Global Funds grant with WV SI. The grant activities are carried out to support the implementation of the Malaria and TB control activities of the national strategic plans of the MHMS under the overall management of WV SI as the Principal recipient (PR). The grant is funded by the Global Fund to fight HIV/AIDS, TB and Malaria based in Geneva and has a life cycle of every three year and cover the 10 provinces. The position is based in the PMU unit in Central office Honiara.

The position is for basic routine financial management activities of the Global Funds grant with WV SI. The grant activities are carried out to support the implementation of the Malaria and TB control activities of the national strategic plans of the MHMS under the overall management of WV SI as the Principal recipient (PR). The grant is funded by the Global Fund to fight HIV/AIDS, TB and Malaria based in Geneva and has a life cycle of every three year and cover the 10 provinces. The position is based in the PMU unit in Central office Honiara. The post holder will work very closely with the Provincial Communicable Disease Coordinators (7 provinces) base in Provincial health offices of MHMS and also with Malaria and TB managers in the provincial offices for liaison, coordination, communications and information exchange with full view to manage the provincial grant financial management activities. He/She will ensure that the World Vision and Donor financial and procedures are followed in collaboration with the Finance Team, ensures that WVV financial reports are submitted on time. Ensure that accounting and payroll are processed accurately and in line with approved WVV standards, management of cash including petty cash fund. Guarantee that all transactions are tracked and processed on time and manages the performance of the finance cashier. The finance officer will also make sure the financial accountability aspects (receipts, checks, balance reports, bank balance, payment lists etc) of the grant implementation with MHMS.

MAJOR RESPONSIBILITIES:

- Cash Management

  • Ensure WVSI bank account details and signatories are valid and updated.
  • Update in wiring of BSP payment before 3pm daily.
  • Updating Suppliers Bank Accounts
  • Ensure P&C give correct staff bank details or liaise with concerned staff.
  • Ensure fund is always available for all bank accounts and advise Finance Manager of any concerns needs to be aware of.
  • Extract Bank Statement when needed.
  • Ensure total cash balance is maintained at the minimum based on cash target low.
  • Ensure to prepare cheque when needed for payments.
  • Produce/Give receipt for all cash received respectively.
  • Reconcile Receipt with cash received for banking daily.
  • Ensure all related documentations are sufficient and authentic.
  • Ensure that petty cash is always available.
  • Assist in preparation of bank reconciliations reports – adjust reconciling items where applicable.

- Risk Management

  • Ensure effectively functioning of Internal control system.
  • Assist team to identify financial risk and work in team to minimize/mitigate the risk.
  • Ensure security of financial information, documents and assets
  • Be vigilant to the risk of fraud and corruption.
  • Maintain high confidentiality of documents and information.
  • Provide support in the preparation during internal, external and global audits and resolution of audit findings.
  • Facilitate improved internal audit results by resolving together with CPO team/departments common audit findings.
  • Fraud awareness to staff and suppliers and report any suspected fraud in reviewing payments and make sure it is addressed.

- Leadership, Professional and performance development

  • Contribute to staff meetings and other internal meetings with appropriate content, views and suggestions.
  • Participate (workshop/training) and learn about diverse subject areas and our range of stakeholders.
  • Proactively contribute to Performance agreement and review completed on time and development goal achieved.
  • Complete all Mandatory Trainings facilitated by People & Culture Department
  • Complete all required Finance Training in WV central- Finance Mini modules.
  • Conduct orientation to assigned staff on finance policies and procedures.
  • Be able to provide Support to team members and be able to collaborate well with another teams/department.
  • Assist and oversee the cashier and admin staff tasks to facilitate working for improved customer service, accountability and efficiency.

KNOWLEDGE/QUALIFICATION:

  • 2 -3 years of working knowledge
  • Supervisory experience
  • Experience of working in a computerized accounting environment. (Online accounting, accounting database) Tax Systems
  • Diploma or degree in accounting or related field.
  • Willingness to work under pressure with tight deadlines and to travel across the project areas.
  • Good interpersonal, problem solving & time management skills.
  • Diploma or Degree in Accounting or Accounting Technician Competency.
  • General finance principles and auditing.
  • Knowledge - WV Finance Guidelines.
  • Understanding of Finance data processing concepts and systems.
  • knowledge of spreadsheet applications.
  • Understanding and working knowledge in taxation.
