Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Cost Management Unit of the Financial Resources Management Section, in the Division of Administration.

The Cost Management Unit is responsible for the preparation of the Division of Administration’s programme support budget, management of cost recovery budgets for the provision of administrative services to clients and the management of programme support cost plans. The incumbent reports to the Chief of Cost Management Unit.

Responsibilities Under the direct supervision of the Chief of Cost Management Unit, and overall supervision of the Chief of Financial Resources Management Section, the incumbent is required to perform the following functions:

Budget: - Provides support with respect to the review, analyses and preparation of the annual budget and cost plan and its revisions. - Assists in the preparation of supporting documents with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. - Assists in the financial backstopping of funds, including monitoring expenditures, comparing to approved budget, and preparing adjustments as necessary. - Researches/compiles data and other information in the review of requisitions for goods and services to ensure correct objects of expenditure have been charged, and availability of funds. - Assists the Finance/Budget Officer(s) in monitoring integrity of various financial databases. - Assists the Finance/Budget Officer(s) in the issuance of allotments and verification of redeployment requests and takes action as appropriate.

Cost recovery: - Coordinates with ESCAP service providers in collecting cost recovery statistics for billing. - Prepares billing documents in Umoja such as allocation cycles, sales order, and service order as appropriate. - Prepares ad-hoc report on cost recovery as required. - Collects information for the cost recovery service costing process as required. - Coordinates with service provider for service master data update in Umoja.

General: - Provides administrative support to the Unit Chief as well as to the Unit. - Performs other related duties or takes part in the Unit/Section’s project as assigned.

Education High school diploma or equivalent is required.

Job - Specific Qualification A technical or vocational certificate in finance or accounting is required.

Work Experience A minimum of five years of progressively responsible experience in finance, budget or accounting is required.

Experience in the United Nations Common System or international organizations is desirable.

Experience with the UN’s or related international organization’s financial policies and processes is desirable.

Experience in working with International Public Sector Accounting Standards (IPSAS) is desirable.

Experience in working with Funds Management or Financial Accounting module of an Enterprise Resource Planning (ERP) system, preferably SAP, is desirable.

Experience in budget preparation is desirable.

Experience in cost accounting or test of control is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Special Notice Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of the ESCAP office, irrespective of nationality and length of time the candidate may have been in the country. If no suitable local candidate is identified, candidates located elsewhere may be considered. The candidate is responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.

Must have passed the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters.
