CO Ecuador funding and implementation levels have increased significantly in the last years. The Finance Assistant G5 was approved in the new Country Programme 2023-2026 to strenghten the Country Office financial team, within a function that is critical to meet Unicef Ecuador delivery and results.

Under the direct supervision of the Finance Associate, the Finance Assistant will be responsible for providing a variety of routine tasks in finance functions, ensuring accurate and timely delivery that is in compliance with UNICEF financial rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design.

How can you make a difference?

The efficiency and efficacy of the Finance Assistant directly impacts on the optimum, appropriate and effective use of resources and efficient financial recording, accounting and reporting, which in turn facilitates management oversight, decision making and quality control.

  1. Assist on all aspects related to preparation of reports, compilation of data and answering queries on pledges recorded, funds received, adjustments made to ensure financial compliance, accuracy and completeness of data for its inclusion into statement of accounts and adjustment of budgets. Assist units of discrepancies and assist to resolve differences in their records.
  2. Submit invoices for payment processing, ensuring good record maintenance, accuracy and compliance by checking the documents. If required, initiates correspondence to verify data and obtains additional information on invoice submitted by requesting units. Responds to GSSC and relevant stakeholders on returned cases or queries.
  3. Maintains financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports.
  4. Enters data from a wide variety of documents, verifying and ensuring accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data.
  5. Prepares recurring reports as schedules and special reports, as required for budget preparation, audits or other reasons. Ensures organization and proper documentation of financial transactions and statements of internal control.
  6. Provide support in the monthly and year-end account clossure and assist in the preparation of year-end reports related to accounts receivable, accounts payable, prepayment, advances and deposits.
  7. Process travel advances for staff members and consultants.
  8. Maintains liaisons with officials of local banks to obtain day-to-day information on exchange and interest rates, changes in procedures and regulations, and matters pertaining to maintenance of office bank accounts. This includes prepares recurring reports and bank reconciliation.
  9. Contribute in the preparation of detailed cost estimates, and participates in budget analysis and projects, as required.
  10. Prepare all documentation required for VAT claims
  11. Performs other duties, as required.

To qualify as an advocate for every child you will have…

  • Completion of secondary education is required with professional/university level courses in Accounting and Finance/Business administration will be considered as an asset.
  • A minimum of 5 years of relevant professional experience in finance or accounting
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Remarks:

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
