Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among other things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

Under the supervision and guidance of the supervisor, the Finance Assistant supports the Operations and programme sections by carrying out a range of support functions to help develop, implement and monitor their country programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

The Finance Assistant works in close collaboration with a range of staff in the FO, external partners and agency counterparts in support of programme design and delivery. S/He provides regular feedback on the status of grants and funds through monitoring milestones and advises on improvements to keep activities on track.

To make a difference, the incumbent shall be responsible for following key strategic functions, accountabilities and related duties/ tasks;

  • Advise and assist on all aspects related to preparation of reports, compilation of data and answering queries on pledges recorded, funds received, adjustments made to ensure financial compliance, accuracy and completeness.
  • Review and Process of all payments and receipts. Processing of PO and non PO payments and share with GSSC within the set timelines. Initiates correspondence to verify data, answers queries and obtains additional information on accounts and financial transactions, as required.
  • Monitoring the status of all the payments/ Receipts.
  • Scrutinize, review and payment of the invoices through petty cash
  • Review and process the FACE forms including advance, reimbursement, and direct payment and Liquidations.
  • Conduct/support in spot checks as per scheduled assurance plan and report submitted within two weeks.
  • Archive all the financial documents related to HACT and payments.
  • Provide support in financial reviews and audit.
  • Destruction of office financial record as per UNICEF policy and procedures.
  • Prepares detailed cost estimates, and participates in budget analysis and projects, as required.
  • Provide support in closing of year-end account and assist in the preparation of year-end reports related to accounts receivable, accounts payable, prepayment, deposits, NEP and leave balances, etc.
  • Any other task assigned by the supervisor.

To qualify as an advocate for every child you will have…

  • Completion of secondary education is required with professional/university level courses in Accounting and Finance/Business administration considered as an asset.
  • A minimum of four years of clerical experience in the area of finance and accounting is required.
  • Fluency in English and Urdu is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
