Org. Setting and Reporting

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. This position is located in the Financial Operations Unit of the Financial Management & Operational Support Section, in the Division of Administration. The incumbent reports to the Chief of Financial Operations Unit.

Responsibilities

Under the direct supervision of the Chief of Financial Operations Unit, and overall supervision of the Chief of Financial Management & Operational Support Section, the incumbent is required to perform the following functions: Budget • Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements and supporting documents for review, adjustments and accrual of accounting transactions. • Assists managers in the elaboration of resource requirements for budget submissions and budget consumption, IPSAS accounting policy and guidances. • Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies, accounting treatments and analysis. • Monitors expenditures and compares with approved budget; prepares budgetary and accounting adjustments as necessary. • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds (c) appropriate accounting treatment is undertaken. • Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures and in preparation of accounting, financial reports and annexes after analyzing the underlying financial transactions are compliant with applicable accounting policy, rules and procedures. • Monitors integrity of various financial databases, reviews and analyses for discrepancies and coordinate with relevant teams for rectifications of technical issues. • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. • Co-ordinates with other finance and budget staff on related issues during preparation of budget, accounting and financial reports. Claims • Reviews, analyses and prepares payments to third-parties, commercial entities, with respect to settlement of certified death and disability, contingent-owned equipment, stores, pay and allowances, and letters of assist claim and settlement of implementing partner advances based on substantiated reports, UNDP advances and settlement of service clearing reports etc. Treasury • Monitors/reviews methods used to remit payments and supervises investigation of non-receipt of payments. • Assists cashier in the daily operation of the Cashier’s Unit responsible for the transmittal of payments worldwide. • Reviews incoming payment instructions with regard to banking details and sources of funds. • Prepares payments for final disbursement by Cashier. • Dispatches payment instructions and cheques to banks. • Creates receipts and deposits, applied the deposit to accounts for all incoming funds and perform regular reconciliation of bank accounts. • Notifies payees of status of payments. • Assists staff members, Fund Management Officers and donors regarding queries on payment and deposit-related issues. • Identifies and annotates bank account movements. • Monitors bank balances worldwide. • Assists Cashier in cash management and investment issues, including cash flow forecasts. • Liaises with banks worldwide regarding outstanding items and payment instructions. • Investigates complaints of non-receipt and all other stakeholders such as global bank reconcilers focal points in other duty station regarding the identification and applying the deposit of incoming funds. • Monitors cheque stock and orders new stock as required. • Files and archives as required. General • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. • Maintain and keep up-to-date files. • May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility. • Performs other related duties, as assigned.

Education

High school diploma or equivalent is required. A first-level university degree may be accepted in lieu of two years of required experience.

Job - Specific Qualification

A technical or vocational certificate in finance or accounting is required. A first-level university degree in accounting, finance or directly related field is desirable.

Work Experience

A minimum of seven years (or five years if graduated with a first-level university degree) of progressively responsible experience in finance or accounting is required. Experience in the United Nations Common System or international organizations similar to UN Common System is desirable. Experience with the UN’s or related international organization’s financial policies and processes is desirable. Experience in working with International Public Sector Accounting Standards (IPSAS) is desirable. Experience with an Enterprise Resource Planning (ERP) system, preferably SAP, particularly in the areas related to Accounts Payable or Travel Finance is desirable. Experience in regional or global client service management for payment processing is desirable. Experience in Process improvement and standardization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
