Org. Setting and Reporting The position is located in the Financial Resourcing and Performance Unit of the UNVMC (UN Verification Mission in Colombia), Bogota, Colombia. The incumbent will work under the overall guidance and direct supervision of the Chief Budget and Finance Officer (CBFO), the Chief of Unit, Financial Resourcing and Performance Unit.

Responsibilities With the delegation of authority and under the direct supervision of Chief of Unit, the incumbent will be responsible to handle:

Prepare cost estimates and budget proposals in terms of Mission’s resources requirements for Staff and Non-Staff costs including other programmatic aspects, review, analyse, and revise data for finalization of budget proposal and Result Based Budgeting inputs.

Provide support, coordinate, monitor and implementation of budgetary, financial and administrative functions within the Financial resourcing and Performance Unit in conformity with United Nations (UN) Financial Rules and Regulations and UNVMC established policy and procedures including administer and ensure integrity and consistency of data in the system (Umoja)

Process and clear all in-coming and out-going Inter Office Vouchers, Service Clearing Accounts, Inter-Office Billing with other UN agencies and other Missions.

Review and clear all clearing accounts, investigate all erroneous/invalid entries and take appropriate measure to correct entries in the accounts.

Administer accuracy and standardized procedures including IPSAS (International Public Sector Accounting Standards) compliant internal controls for financial transactions, and budget matters to ensure proper monitoring mechanisms are in place to find weaknesses and propose enhancement.

Monitor and advise Chief of Unit on the status of allotment, budget consumption, validity of accounts and budget, extra budgetary funds activities and accounts, and other Umoja related transactional and trouble-shooting activities.

Prepare budget performance report and ensure that correct and accurate data and information are provided by the various section/units in compliance with the Controller’s instruction. Review and finalize the performance report ensuring valid and adequate variance explanation between approved budget and actual expenditure.

Coordinate and check the commitments, including travel commitments, and financial authorization (UNDP), and ensure prompt processing of transactions in line with the established timeline.

Prepare and support Mission’s internal control system to aid in the statement of internal control process and communicate about internal control related matters with other stake holders in the Mission, including raise awareness and ensure on-going dialogue about internal control processes

Prepare risks register, conduct reviews, and help to develop risk mitigation measures coordinating different stakeholders at the mission level. Assist in preparation of action on risk analysis and continency planning and make necessary recommendations.

Facilitate implementation of the risk management process following the Organizations Enterprise Risk Management (ERM) policy, and prepare risk compliance report.

Responsible for the matters related to the activities of the oversight bodies, Board of Auditors (BOA), Office of Internal Oversight Services (OIOS) and Joint Inspection Unit (JIU) in the Unit. Coordinate in responding to the audit recommendations.

Review recommendations of the oversight bodies, Board of Inquiry (BOI) and other compliance activities in the unit, taking into consideration the Organization’s ERM framework, cost-benefit analysis as well as competing priorities.

Ensures that all UNVMC policies are applied and followed thoroughly across all processes, including adherence to UNVMC code of conduct and ethics, and integrates a gender-sensitive approach in all functions.

Perform other work-related tasks as needed.

    Education High school or equivalent diploma is required. Technical or vocational certificate in accounting, finance, budget or related fields is required.

    Work Experience At least ten (10) years of progressively responsible experience within the United Nations system or in the private sector at the national or international level in accounting, budgeting or financial management, is required.

    Experience in use of the financial module of an Enterprise Resource System (ERP) is required.

    Experience in the preparation of cost estimates and budget proposals is required.

    Experience in the preparation of budget related responses to legislative bodies is required.

    Experience in processing Service Clearing Account and Value Added Tax refund process is required.

    Experience in advising senior management on budgetary and financial matters is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Spanish is required.
