Org. Setting and Reporting The position is located in the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO) in Goma, under the Office of Transport Section. The incumbent will report to Chief Transport Section.

Responsibilities Within delegated authority, the Finance & Budget Assistant will be responsible for the following duties: (These duties are generic and may not be performed by all Finance Assistants)

Budget preparation and monitoring:

  • Provides support with respect to the review, analysis, and preparation of the budget and performance reports.
  • Prepares supporting documents (narrative and supporting tables) for finalizing performance reports, cost estimates, and budget proposals regarding staff and non-staff requirements.
  • Maintains staffing tables and monitor data accuracy in Umoja while liaising with relevant counterparts in Human Resources and other sections.
  • Supports in extracting information and generating expenditure reports from computerized information system databases; assist in preliminary analyses of the extracted information and the reports generated and highlight areas of concern for the attention of the Chief of Section.
  • Coordinates with Transport Units concerning the elaboration of resource requirements for budget submissions.
  • Undertakes research and provide support to higher-level Finance & Budget Officers concerning budget reviews of relevant intergovernmental and expert bodies.
  • Monitors expenditures and compare with the approved budget; prepare adjustments as necessary.
  • Assists in preparing budget performance submissions and finalizing budget performance reports, highlighting variances between approved budgets and actual expenditures.
  • Reviews the status of relevant expenditures and compare them with the approved budget, and monitor the integrity of various financial databases.
  • Prepares data input for allotments received, ensuring data consistency in previous allotments to new allotments issued.
  • Coordinates with other finance/budget or transport staff on related issues while preparing budget reports.

General

  • Keeps up to date on guidelines that have a bearing on matters related to programme/peacekeeping budgets, ensuring compliance with United Nations policies and procedures.
  • Drafts/prepares memoranda and cables to various offices, sectors, other field missions and/or headquarters.
  • Performs other duties as assigned by the supervisor.

Education High school diploma or equivalent is required.

Job - Specific Qualification Technical or vocational certificate in mechanical engineering, transportation, logistics or other related fields is desirable.

Specialized training in finance and/or budget is desirable.

Work Experience At least six (6) years of progressively responsible experience within the United Nations system or in the private sector at the national or international level in accounting, budgeting, or financial management is required.

Experience in working with Excel or similar programs involving large data sets (using pivot tables and arrays) and calculations is required.

Knowledge of an ERP computer system, such as UMOJA or another SAP-based application, or equivalent, is required.

Experience and technical competence, such as local process expert qualification in the following Umoja modules: Funds Management (FM) and/or Financial Accounting (FI), is desirable.

Knowledge and experience in Transport operations, acquisition of spare parts, and quality control is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
