Org. Setting and Reporting This position is located in the Strategic Planning and Programme Support Section of the Office of Counter-Terrorism (UNOCT), in Budapest. The Finance & Budget Assistant will report to the Finance & Budget Officer.

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 38 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

Responsibilities Budget and Finance: - Provides support with respect to the review, analyses and preparation of cost estimates ensuring compliance with the medium-term plan and other legislative mandates. - Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. - Supports UNOCT project managers in developing capacity-building project budgets, including by costing planned activities. - Assists managers in the elaboration of resource requirements for budget submissions. - Undertakes research using BI reporting tools and provides support to higher level Officers with respect to budget reviews and reporting on extra-budgetary projects. - Monitors expenditures and compares with approved budget; provides cash flow analysis; prepares adjustments as necessary. - Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. - Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. - Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. - Verifies accuracy of input data, ensuring consistency of data in released budgets to approved cost plans. - Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. - Prepare request to the DPPA-DPO Executive Office on redeployment of funds and to Finance section on movement of funds

General: - Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. - Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. - Maintain and keep up-to-date files. - May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility. - Performs other related duties, as assigned.

    Education High school diploma or equivalent.

    Work Experience A minimum of seven years of experience in finance, budget, accounting, administrative services or related area is required.

    Experience in the administration of trust funds is desirable.

    Experience with ERP software is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice This position is temporarily available through 31 December 2022. Extension is subject to satisfactory performance, availability of funding and extension of assignment of the incumbent of the post. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Having passed the Administrative Support Assessment Test in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules.
