Under the overall supervision of the Regional Coordinator and dotted line supervision of the Sr. Finance Manager, AFO will work & liaise closely with iDE Operations, Finance & Compliance team about the full implementation of iDE Nepal's standard policies and procedures in the fields of procurement, logistic, administration, finance, PNGOs management & program implementation.

The Finance and Administrative Officer is responsible for every aspect of program activity in Nepal, including:

Financial Management

  • Accounting for all incoming and outgoing financial transactions at the International Development Enterprise Nepal, Regional office Pokhara
  • Forecast (liquidation plan) and request cash transfers from Kathmandu to ensure adequate supply of funds at the regional office, established standard procedures of the issue of funds for program implementation at the field level.
  • Support partner NGO/CBO and review their system and train/coach them to improve their financial management and capacity building.
  • Review and finalize partner NGO monthly and periodic financial reports against approved budget ensuring that local/national laws and regulations of the Government of Nepal have been duly fulfilled.
  • Produce monthly financial reports to the country office according to established procedures and submit a soft copy and hard copy within the given dates of every month.
  • Maintain an external backup of the financial data regularly, at least weekly.
  • Ensure compliance with local laws and donor requirements of the regional office, sub-offices, and, partner NGOs
  • Timely collection and payment of bills/invoices and settlement of advances, liabilities, and receivables.
  • Orienting the iDE's policies to regional office/sub-office/NGO staff and ensuring the policies are followed at all levels.
  • Be responsible for making sure that all financial documents are kept safe and secure in the regional office and PNGO premises.

Administrative

  • Maintenance of the timesheet and leave records of regional offices in coordination with the HR department.
  • Management and operations of iDE vehicles at regional offices properly.
  • Responsible for procurement, inventory management, and logistic support at the district and regional level as per the approved threshold limit
  • Coordinate and liaise with auditors to conduct annual and statutory audits at regional offices smoothly.
  • Establish and maintain the standard filing system in the regional office.
  • Management of safety and security.

Requirements

  • Bachelor's degree in business studies/Business administration/Business management with at least 3 years of professional experience in administration & finance department. Priorities shall be given to the candidates having experience in INGOs.
  • Handful experience with FAMAS accounting software.
  • In-depth understanding of bookkeeping, logistic management, administrative management & internal control systems.
  • Hands-on experience in development sectors and familiarity with various donors’ rules and regulation
  • Strong analytical skills. Detail-oriented and able to work and interpret figures and other financial information.
  • Strong written and oral communication skills
  • Ability to demonstrate a professional and objective perspective.
  • Capable of working under pressure in a fast-paced environment
  • Flexible and adaptable approach to shift patterns and hours of work, ability to work flexible hours from time to time.
  • A 'can-do' attitude and resilient character with the ability to manage expectations.
