Org. Setting and Reporting 1. Supervisor: The incumbent reports to the Chief Field Infrastructure & Camp Improvement Programme (CFICIP). 2. Supervisees: Manages a range of Professional and GS staff.

Responsibilities The incumbent: 1- Develops processes aiming at durably improve the living conditions and urban environment in the Refugee Camps; utilises urban planning methodologies, tools databases and management information systems to contribute to the Camp Improvement overall plans and continuously updates them ensuring linkage to the Geographical Information System, taking into consideration cultural, sociological, psychological legal, political, and physical factors. 2- Plans and manages the provision of urban planning, housing, and shelters; coordinates the formulation and delivery of sound solutions in the relevant design of shelter, housing and infrastructure projects to improve the living conditions in the Refugee camps, applying the theories and techniques of architecture including size, cost, design and materials. 3- Coordinates with other FICIP’ Divisions/Sections and with other Departments to ensure that Camp Improvement Plans are a framework for interventions in the built environment in a specific camp and are translated into actual project implementation. 4- Promotes participatory approach and conducts meetings with community representatives to ensure that planning processes are taking into consideration refugees needs; coordinates with internal stakeholders and external stakeholders such as host governments and municipalities, syndicates and NGOs the Camp Improvement Plans and negotiates the best planning proposals. 5- Oversees the work of Shelter Rehabilitation Team; based on assessments’ results and analysis, monitors the implementation plans for individual shelter rehabilitation, shelter reconstruction after emergencies and rehousing projects, within the overall Camp Improvement Plans and considering the legal, sociocultural factors. 6- Provides substantive input to the design and development of relevant monitoring and evaluation Key Performance Indicators for data and Agency reporting; monitors through the compilation of information, the visual examination of work and users’ satisfaction using post occupancy evaluation and other tools in the shelter and camp improvement projects. 7- Responsible for sustaining and elevating the capabilities of the Urban Planning and Camp Improvement staff; assesses their training needs, designs, and provide/or coordinates training sessions. 8- Prepares monthly progress reports and monitors the implementation of camp improvement projects ensuring that lessons learned are incorporated into the planning, design, and the implementation phases. 9- Performs such other duties as may be assigned.

Education A university degree in civil engineering, architecture or urban planning from an accredited university / institution.

Work Experience At least six years of relevant and progressive work experience, including design and urban planning to improve the living conditions of disadvantaged communities, of which at least four years should have been at a supervisory level, in a large organization, UN, NGO or similar entities with a particular emphasis on planning of low-cost housing projects applying a participatory methodology is required.
