OBJECTIVES OF THE PROGRAMME

The Division of Country Health Policies and Systems (CPS) assists countries in the Region with the design and implementation of appropriate health policies and systems to strengthen universal health coverage. It works to strengthen data-driven, evidence-informed, contextually tailored health policy development and implementation at national, regional and local levels, taking an inclusive approach across the life course. The Division advocates strengthening of public health leadership, focusing on implementing policies that are people centred, promote health, prevent illness, and address the social and economic determinants of health, while fostering leadership on equity, human rights and gender mainstreaming in health. It focuses on building capacity for health systems innovation to enable the sustainable delivery of high-quality primary health and community services that are effectively linked to hospitals, and mental health, public health and social care services. To do so, CPS supports country efforts to facilitate access so as to leave nobody behind, to improve financial protection, to strengthen the health workforce, to increase access to affordable medicines and technologies, and to promote the uptake and implementation of digital technology. The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 13th General Programme of Work with its 3 prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO's mandate revolves around six core functions: (i) providing Global Health leadership; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options;(v) providing technical support to countries; and (vi) monitoring and assessing health trends. The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level and to implement the European Programme of Work 2020-2025 -“United Action for Better Health in Europe” which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizens' expectations about health. WHO at country level delivers this through practical, actionable and country focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavour; This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding workplan. The WHO Country Office maintains good working relations and ensures information exchange between the country and WHO, policy and strategic guidance on Health issues to all national and international partners in the country, provision of direct technical expertise when needed and aims at more community engagement and participation, and to promote health equity.

The project is designed to meet acute conflict need and offer opportunities for long-term sustainability. Key deliverables of this project include:

  • In liaison with the protection and education sectors, the strengthening of a functioning multidisciplinary coordination mechanism for MHPSS in national level, with membership comprised of the respective national authorities, health and other sectors partners and service providers;
  • In at least 20% of PHC facilities in designated areas, one person trained, and a system put in place to provide care for people with prioritized mental health conditions;
  • Establishment of multidisciplinary mobile mental health and psychosocial support outreach teams;
  • Services delivered in primary health care facilities affected people will receive MHPSS support in conflict-affected areas.

DESCRIPTION OF DUTIES

In the context of the recent conflict, the project sets out an operational strategy to respond to affected populations' urgent mental health and psychosocial needs in Azerbaijan. The principal objective of the project is to reduce mental health and psychosocial suffering and promote the wellbeing of affected population by the conflict and improve their access to mental health and psychosocial support (MHPSS). Through this project, WHO will establish a core project team, liaising with a project steering committee. The project will significantly strengthen existing MHPSS coordination structures and establish sustainable networking and capacities among relevant governmental and non-governmental organizations.

Key duties:

Under the overall guidance of the Public Health Officer and the WHO Representative, the incumbent will:

  • Monitor the implementation of social work activities of the mhGAP programme including collection and analysis of data on project implementation
  • Day-to-day-coordination and supervision of project activities implemented by social workers and multidisciplinary team cases.
  • Identify and document project learning, case studies and success stories; disseminate learning on social work in the humanitarian context within WHO and beyond.
  • Contribute to project strategies and program development under WHO MHPSS activities.
  • Develop, revise, translate and update activity materials and curricula as necessary.
  • Contribute to the maintenance of an up-to-date service mapping of the service providers operating in project areas.
  • Act as the line management of social work project team
  • Promote community awareness campaigns including development of IEC (Information, Education and Communication) materials.
  • Participate in the recruitment process of other mental health specialists/social workers in the field.
  • Coordinate and organize meetings and workshops for the field team
  • Provide support to the Ministry of Health and other relevant stakeholders, including the national board of health (TABIB).
  • Perform other duties as required by the project manager for the successful implementation of the Project.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in a mental health related field (psychology/psychiatry). Desirable: University degree (Master's level) in one of the above fields. Specialized training in project management/coordination. Specific training in humanitarian response.

Experience

Essential: At least two years of relevant work experience in Social Work and , i.e. psychosocial support area. Demonstrated experience supervising social workers. Desirable: Relevant experience in emergency response and operations. Experience in project coordination or management. Relevant work experience with WHO and/or UN agencies, health cluster partners; experience working in relevant nongovernmental or humanitarian organizations.

Skills

Demonstrated knowledge of national legislation and practices on related to social work and mental health;

Strong analytical skills and ability to review and synthesize information from multiple sources;

Excellent communication, facilitation and report-writing skills;

Strong interpersonal skills, able to work across cultures and with the capacity to build strong working relationships;

Knowledge of Office software applications.

Emotional intelligence; Ability to identify and manage one's own emotions, as well as helping others to do the same.

Essential: Expert knowledge of English. Expert knowledge of Local Language. Desirable: Intermediate knowledge of Russian.

REMUNERATION

Remuneration comprises an annual base salary starting at AZN 66,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
