Specifically, the incumbent: Long Description ---------------- 1\. In the context of the United Nations Security Management System policies, coordinates the assessement of prevailing local security conditions and related level of security risk, whether it is in the Office or for Field Missions. Provides specialized support in advising personnel and eligible dependants. Liaises as appropriate with host government security officials. Assists the Senior Management in preparing security-related documents, such as security evacuation, relocation plans and contingency plans. Produces incident based security briefings, written security advice and recommendation to the senior management. Assesses prevailing local security conditions and related level of risk, in the office or for Field Missions. 2\. Monitors and controls effectiveness of Security Risk Management (SRM) measures for UNESCO presence in the country and facilitates the implementation of UNESCO and the United Nations Security Management System (UNSMS) security policies, such as SRM measures and Residential Security Measures (RSM). Performs warden duties for Kyiv Desk and coordinates all country headcounts. Participates at the Area Security cell Meeting and the Area Security Management Team meetings. Keep up-to-date UNESCO SRM, in line with decisions and recommendations by SMT & UNDSS. Ensures and reports on readiness for evacuation/relocation. Further assesses, identifies needs and ensures proper training and briefing of staff and drivers engaging in driving official vehicles. Reports on the control inventory and safekeeping of all security and safety equipment. 3\. Is responsible for the day-to-day operations pertaining to the safety and security of personnel and eligible dependants. Support the deployment and utilization of operational emergency communications systems, including its installation, operation and maintenance in UNESCO office. Supervise office security equipment, including inventory, extended training and performance of security contractors, guards and security escorts personnel, if applicable. Further provides specialized support in organizing and conducting security awareness and preparedness activities. Provides security orientation to staff, conducts risk-based security surveys of offices and other mission facilities, reviews and coordinates with UNSMS structure for mission convoys and itineraries according to the level of risk. Carries out inspection to ensure that local guards on duty are discharging their functions, regarding opening, closure and entry controls into buildings. Prepares comprehensive reports on accidents and incidents involving UNESCO personnel. Identifies gaps in existing security capability and makes recommendations for amendment where necessary. 4\. Without any prejudice of UNESCO framework of accountability, supports the Designated Official in the context of the UNSMS structures and policies, under the coordination of the local Principal/Chief/Security Advisor. 5\. Liaises and exchanges security-related information with UNDSS and other UN agencies in the area. Coordinates as appropriate with the host government security organizations and/or personnel including national and local provincial authorities, military and police officers as well as NGO in the area of operation. 6\.
