Org. Setting and Reporting This position is located in the Office of the High Commissioner for Human Rights in Seoul, Republic of Korea. The Field Security Assistant will report directly to the Head of Office and to the Senior Security Manager in OHCHR Geneva through the Field Safety and Security Coordinator. Functional responsibility for security rests with the Head of Office supported by the OHCHR Safety and Security Section.

Responsibilities Within delegated authority, the Field Security Assistant will be responsible for the following duties:

- Review and monitor the situation in the Republic of Korea and in the region with specific regard as to how it relates or may have an impact on OHCHR activities. - Advise the Head of the OHCHR office with regard to all security-related matters and develop tactics, techniques and procedures in accordance with the provisions of the UN Security Management System for the safe conduct of OHCHR operations in the Republic of Korea and in the region. - Develop and distribute relevant standard operating procedures (SOPs) for office security and field operations. - Regular and systematic review of the office security and associated access control measures and contingency preparations in close coordination with the host government and building security personnel deployed at the Seoul Office. - Continuous liaison including 24/7 emergency contact mechanism with the police liaison officer assigned by the government for the Seoul Office. - Regularly review the personal security of the staff in coordination with the government security liaison officer. - Conducting security risk assessment for field missions, implementing appropriate risk mitigation measures with the support of the HoO and accompanying such missions as and when required. - Tactical driving of operational vehicles while accompanying staff on operational/field missions. - Develop and ensure the deliverance of appropriate security training to all OHCHR staff assigned to the office in Seoul (special emphasis to be placed on counter surveillance). - Make sure that staff and drivers engaged in driving office vehicles for official purposes are fully trained in safe driving procedures. - Establish working relationship with UN Security Focal Point in the Republic of Korea and UN DSS Regional Security Advisor to ensure maximum security coordination. - Establish contacts with local security authorities in Seoul as well as the region to ensure their support for the security of OHCHR staff and assets. - Establish contacts with civil society leaders as appropriate, especially in the region, to obtain protective information related to the security of OHCHR staff and assets. - Establish, in coordination with the UN Security Focal Point and UN DSS Regional Security Adviser, emergency and evacuation procedures for OHCHR staff in the Republic of Korea and ensure office integration with the country Security and Evacuation Plan. - Assist Head of Office in Ensuring that OHCHR office in Seoul reaches and maintains full Minimum Operating Security Standards (MOSS), as established by the UN Security Management Team in the Republic of Korea, in all of its' activities. - Determine need for, and provide training and advice to OHCHR staff and dependents on residential security measures in Seoul. - Ensure availability and proper functioning of security-related communication systems. - Report to UN DSS Regional SA and OHCHR Security and Safety Section about accidents or security-related incidents involving OHCHR staff, dependents or assets and assist them in conducting investigations. - Arrange all security aspects of visits by senior OHCHR officials as necessary. - Work very closely with and in support of UN DSS Regional Security Advisor and UN Security Focal Point in the Republic of Korea to ensure maximum coordination between OHCHR and the DO/SMT. - Monitor and provide advice on adherence to computer and information security guidelines. - Work with the IT Section in Geneva to ensure the implementation and maintenance of technical related matters necessary for a secure IT network environment. - Provide logistical and administrative support, including screening and answering phone calls, communications assistance and language support, news monitoring, and performance of other duties as may be assigned. - All other security-related duties as assigned by the supervisors.

Education High School diploma or equivalent is required. Possession of a valid driving license for light motor vehicles is required. Additional safety and security studies and/or training on military, police or other security field is desirable. Diploma in physical security management is desirable.

Work Experience At least seven years of progressively responsible experience on Safety and Security, Military/ Police or other security field's experience/background are required. Experience in the field of human rights or international humanitarian law is desirable. Prior experience working in an international work environment or abroad is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Korean is required.
