Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

The position is under the overall supervision of the FAO Representative in Somalia and the direct supervision of the Resilience Coordination Specialist.

Technical Focus

The incumbent will be responsible for the management of resilience building projects in Somalia and provide technical guidance to project staff in the respective state offices.

Tasks and responsibilities

• Lead the operationalization of the FAO Somalia Resilience Program in the assigned field area in close collaboration with FAO sector staff and other stakeholders. • Ensure the delivery of resilience project scope on target, on time, to budget and technical quality standards. • Government liaison with the state government for project implementation and liaise with authorities at regional and districts level. • Manage a technical team of staff to deliver activities in resilience projects. • Manage the contracting and delivery of programming by service providers for contracted activities in the resilience projects. • Lead the creation of project documentation, briefings, and reporting for resilience projects in the assigned field area of operation. • Lead, in close collaboration with technical units, the training of FAO and partners field staffs on resilience activity delivery to technical quality standard. • Oversee the technical, administrative, procurement and operational aspects of resilience activities in target areas of operations. • Represent FAO in the disaster management, food security, and other local cluster coordination meetings in the area. • Lead FAO efforts in target areas for strengthening program integration and linkages between cash-based response programming (CFW-UCT-CASH ) and multi-year resilience programming to promote the protection of livelihoods in project target villages. • Coordinate with UN agencies and other actors (INGOS & LNGOS) to integrate FAO interventions in an area-based approach with local government. • Serve as focal point for resilience project coordination with the government line ministries in the area of operation. • Monitor and evaluate on-going resilience project interventions and activities in close collaboration with the FAO M&E Unit. • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in social sciences, natural resources management, agriculture, livestock management, or other relevant discipline from a reputable institution. • At least 6 years of relevant experience with 1st level degree or 4 years of working experience with master’s degree in, resilience, food security, livelihoods, and natural resource management programming. • Working knowledge (level C) of English and Somali. • National of Somalia.

Technical/Functional Skills

• Sound knowledge food security, livelihoods, and natural resource management programming. • Excellent coordination and collaboration skills with other actors (UN, NGOs, and government). • Should be an all-round person with the ability to design and implement projects across multiple sectors. • A competent team player who can create and lead a technical team in project delivery. • Demonstrate strong oral and written communication skills and applies them in the work. • Fluency in Somali Language will be an added advantage. • Must have worked in hardship areas. • Experience with the UN will be an added advantage. • Proficient in the use of standard office applications (e.g., Microsoft Office Suite) and other productivity tools.
