Job Description

To manage and support local procurement services in Bekaa and to lead strategic procurement in-line with IRC procedures ensuring right quality and optimized procurement service that meets the requests of services users.

This role is primarily focused upon managing and conducting field level procurement activities for and on behalf of IRC. The role will work closely with the Field coordinator, Sr. Procurement Manager and Supply Chain Coordinator for delivery of logistics services with responsibility for procurement activities e.g. ensuring local sourcing, timely deliveries, quality of goods and services, local market research. This role is expected to play an active role in training and support other IRC staff in relevant procurement activities and support the assistant to ensure alignment in cross-function activity. As such, this role will require procurement experience as well as excellent communication and organizational skills.

The current main challenge faced within this role is in ensuring procurement activity is in compliance with IRC procedures, regulations and standards.

Major Responsibilities:

Procurement:

- To plan, co-ordinate and organize field level IRC procurement activities in full compliance with IRC Procurement Procedures and best practices to enable a high quality, efficient and cost-effective procurement process that meets the requests of the services users.

- To keep up to date with local market conditions to enable delivery of most efficient procurement service. - To maintain and communicate a comprehensive data of all goods and services procured at a field level, and registered suppliers to enable IRC to evaluate and instigate opportunities to consolidate supplier commercial arrangements for the benefit of the IRC in Lebanon. - To report to the SC department in Beirut main office on any foreseen changes in procurement plans and activities. - Report any deviation from agreed KPIs set by the supply chain coordinator. - To carry accountability for ensuring that all procured goods and services are compliant with IRC regulations and quality standards, are fit for purpose and inspection compliant. - To provide procurement advice and technical support to other operations functions to ensure a coordinated IRC procurement service. - To provide support and training to other procurement team members to improve the quality of procurement services with IRC, promote adherence to best practice principles and compliance with necessary regulation, legislation and IRC procedures. - Produce quality requests for proposals after thoroughly conducting market assessments and meetings with the requesting department. - Manage the end to end tendering process either electronically or physical documentation according to the IRC SOPs. - Responsible to raising accurate and timely purchase orders and securing signatures as per the IRCs authorization matrix. - To support the Flied Manager or Coordinator in managing, evaluating and reporting upon procurement activity in the field which meets delivery, budget and quality targets in-line with IRC procedures and country procurement plans. - Work on weekly work plans and delivery schedules alongside supply chain teams and requesting departments’ teams in order to ensure appropriate capacity planning. - Work on bid analysis and agree on selection criteria with technical and requesting teams. - Review all payment files before they are submitted to finance.

Staff Management and Development

- Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance. - Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews. - Provide procurement certification trainings to all field teams who are part of procurement committees. - Provide constructive feedback and counsel on appropriate career paths and professional development. - Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage. - Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures. - The procurement manager is expected to support with the capacity building and support of local partners in collaboration with the IRCs partnership unit.

Key Working Relationships:

- Position Reports to: Field Coordinator - Dotted-Line to: Senior Procurement Manager – Beirut. - Position directly supervises: 1 Field Procurement officer - Internal*****:*** Bekaa Governorate based SC and finance staff and all program sector leads. - **External: Develop and maintain effective relationships with partners & Key stake holders in supply chain, procurement counterparts, and relevant government upon the request / clearance of the field coordinator or SC main office in Beirut.

Working Environment:

The position will be based in Bekaa Lebanon (Zahle) with travel to field sites and Beirut.

Qualifications

- Relevant university degree or technical diplomas. - At least three years relevant field experience in Supply Chain management and procurement, preferably having previously worked with humanitarian or development organizations. - Having previous staff management experience. - Ability to write narrative and produce analytical spread sheet reports. - Proven computer literacy in MS Word, MS Excel MS Outlook and related programs required. - Ability to plan, prioritize, coordinate and perform multiple tasks simultaneously. - Ability to work under pressure and to meet deadlines. - Spoken and written fluency in English and Arabic essential. - Willingness to put in extra hours as required. - Able to work independently within a team environment. - Ability to pay support visits on the field in isolated areas Systems oriented individual. - Excellent communication and interpersonal skills required. - Able to work independently within a team environment. - Demonstrate leadership and integrity.
