Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

The FAO Coordination Office for the West Bank and Gaza Strip (WBGS) Programme implements the Country Programming Framework for Palestine to enhance the wellbeing of Palestinian people by making the agrifood system more efficient, inclusive, resilient, and sustainable in alignment with national policies and strategies and the United Nations Sustainable Development Cooperation Framework (UNSCDF).

Reporting Lines

Under the overall supervision of the FAO West Bank and Gaza Strip (WBGS), the direct supervision of the FAO WBGS Operations Officer, and the technical guidance of the FAO WBGS Head of Programme, the incumbent will facilitate the FAO office and field operations in the Gaza Strip.

Technical Focus

Timeliness and quality of FAO delivery in the Gaza strip Smooth operations and compliance with security regulations of the Gaza office.

Tasks and responsibilities

• Supports the operational activities of the FAO Gaza Office, encompassing personnel, premises, assets, and the vehicle fleet; • Supports the implementation of FAO’s emergency and development activities in the Gaza Strip closely monitor projects workplans for GS activities; • Closely monitors projects’ workplans for GS activities • Assists the Project Manager(s) in coordinating with IPs and other local partners; • Ensures timely delivery of services by consultants, suppliers and contractors engaged in projects implementation; • Facilitates day-to-day implementation of project activities with relevant authorities and partners as needed to operate in GS as well as liaison with relevant public and private stakeholders; • Ensures compliance with UNDSS requirements and participate in ASMT meetings for the GS. • Contributes to the drafting of projects reports and related project briefs or ad-hoc materials. • Facilitates movement of FAO personnel and project’s goods into the Gaza Strip liaising with the UN Access Coordination Unit and local authorities, as needed. • Performs other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced University degree in Development Studies, Economics, International Relations, Agricultural/Natural/Social Sciences or other relevant field. A bachelor’s degree with 2 years of additional experience may be considered as equivalent. • At least three years of experience in performing similar functions in emergency field operations. • Working knowledge (Level C) of English.

Technical/Functional Skills

• Extent of experience in emergency relief and rehabilitation operations, particularly in the food security and agriculture sector and in interagency coordination. • Demonstrated experience working in complex environments and/or field level in developing countries. • Demonstrated ability to analyse complex emergency situations. • Familiarity with the UN system in general, and FAO in particular. • Demonstrated communication skills in English, both orally and in writing; • Demonstrated ability to work in a team, and interpersonal skills. • Ability to travel across the West Bank and the Gaza Strip. • Extent of familiarity with the geographical region.
