  1. Role and responsibilities

The purpose of the Field Office Coordinator is to run the day-to-day support functions at a field office.

The following is a brief description of the role.

Generic responsibilities

  1. Manage support staff at field office level
  2. Manage day-to-day HR & Admin, finance, logistics and ICT tasks of the field office
  3. Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines
  4. Coordinate and assist with budgets and costs for the field office’s shared costs and support functions
  5. Provide support in the training and development of staff
  6. Provide support to project implementation at field office level
  7. Coordinate representation meetings with the UN, partners and authorities as delegated by the AM
  8. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

  • Under the direct supervision of the Area Manager (AM) and with technical Line Management of the Area Support Manager (ASM), oversee the scale-up of the NRC field office in Mykolaiv
  • In close coordination with the ASM and Odessa-based support function leads, ensure that NRC Finance, Logistics and HR, rules and regulations are adequately and timely implemented in the NRC field office in Mykolaiv
  • Facilitate effective integration between support departments and regular coordination between support departments and programme teams at Field Office level
  • Organize and facilitate regular team meetings in the Field Office
  • Under the close supervision of the Area Manager, represent NRC externally in Mykolaiv and liaise with local authorities (oblast civil-military administration, hromada administrations, etc.), UN agencies, other NGOs and support the teams in day-to-day access negotiation as per needs
  • Under AM overall supervision, ensure close collaboration with the HSS Coordinator in Odessa and support the security focal point based in the Field Office to ensure security protocols are applied and respected.
  • Day-to-day approval of annual/sick/compassionate leave requested and monitoring daily attendance of all staff in the Field Office.
  • Support other tasks related to this function as assigned by the AM.

Critical interfaces

  • Support function: ASM, HR, Finance, Logistics leads at Area Office level
  • Security: Security Coordinator at Area Office level
  • Programmatic operations support: Area Programme Manager, CC Project Managers and Coordinators at Area and Field Office levels

Scale and scope of position

Staff: Direct supervision over support departments (HR, Finance, Logistics) at FO level. Overall monitoring of all staff at FO level. Stakeholders: Key external stakeholders the post has relationships with (e.g. UN agencies, INGOs, local NGOs, civil society, governmental bodies) Budgets: Authorization of expenses related to support budget for Mykolaiv Field Office, as per NRC authorization table Information: Agresso (Finance/Log system), NRC People (HR system), intranet Legal or compliance: Terms of employment, Code of conduct, Security Management Policy 1. Competencies

  • Previous experience from working in support functions in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Previous management experience
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal
  • Fluency in Ukrainian and Russian, both oral and written
  • Good knowledge of the Ukrainian context and political dynamics
