BACKGROUND: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their lives. Founded in 1933 at the request of Albert Einstein, the IRC works with people forced to flee from war, conflict and disaster and the host communities which support them, as well as those who remain within their homes and communities. At work today in over 40 countries and 22 U.S. cities, we improve outcomes in the areas of health, safety, economic wellbeing, education, and power. Given the disparity faced by women and girls, IRC seeks to narrow gender inequalities and ensure social inclusion of all vulnerable groups in broader policies, processes and actions affecting their lives. The IRC has been working in Ukraine since March 2022, initially supporting emergency response and early recovery interventions for IDPs affected by the conflict.

This position will be based in Odesa office, with daily work in Kherson oblast.

JOB SUMMARY: Psychiatrist will provide specialized psychiatric consultations and treatment to patients with moderate to severe mental health conditions, in community or home settings, as part of the MHPSS Mobile Units. Additionally, will provide general medical consultations and treatments for acute and chronic conditions, support in managing pharmaceuticals, including psychotropic medications, perform structured clinical assessments, maintain strict confidentiality in documentation, manage emergencies, make referrals, and participate in MH case management meetings.

MAIN RESPONSIBILITIES: Provide specialized psychiatric consultations and treatment to patients with moderate to severe mental health conditions in community or home settings. Assess specific vulnerabilities of beneficiaries through MHPSS Mobile Units and develop tailored case management strategies accordingly. In close collaboration with Psychologist and Nurse, work on ensuring physical and mental health and wellbeing for most vulnerable patients, through daily home-visits. Provide basic medical consultation and treatment, for acute and chronic conditions, when needed, and refer to relevant actors accordingly. Support the Project’s Pharmacist in management of pharmaceuticals, including psychotropic medication. Manage emergency cases effectively, make appropriate referrals, and participate actively in MH case management meetings. Ensure accurate and timely documentation of services provided while maintaining client confidentiality. Actively participate in case supervision meetings with MHPSS Manager and MHPSS Specialist. Perform any other tasks deemed necessary by the supervisor to support MHPSS program objectives. MINIMUM QUALIFICATIONS

Bachelor’s degree in Human Medicine, with specialization in Psychiatry. Minimum of 3 years of professional experience in psychiatry in clinical and/or direct practice settings. Previous experience in health programs and NGO experience are preferred. Knowledge of and experience in clinical supervision, and training, Knowledgeable in and has used the IASC MHPSS guidelines and best practices as part of their previous work experience. Strong experience in clinical supervision, training and or coaching others. Experience in assessment, program design, evaluation and technical training and supervision using WHO’s mental health gap action program (mhGAP). Solid understanding of protection principles, case management and client-centred care in humanitarian settings. Fluency in Ukrainian and Russian is required, and basic knowledge in English is desirable. Proficiency in IT skills, including Excel, Word, and PowerPoint, is essential for tasks such as data collection, mapping updates, and providing detailed weekly reports on outreach activities. REPORTING LINES Position reports to Senior Health Officer (direct) and MHPSS Specialist (technical). Closely collaborate with Other members of MHPSS Mobile Unit (Nurse, Social Worker and Psychologist), MHPSS Manager and Protection Teams working in the area.
