Overview

Manage field office operations and coordinate support functions.

You have:

  • Minimum 4 years of experience from a senior level project implementation and management position in a humanitarian, recovery or development context
  • Experience in programme, financial, asset, HR management, budgeting and administration
  • Knowledge of at least two program areas: cash-based interventions, education, ICLA
  • Previous experience working in Dadaab or other complex and volatile contexts will be an added advantage
  • Documented results related to the position’s responsibilities
  • Experience developing proposals and project budgets
  • Written and oral fluency in English

Generic responsibilities:

  1. Manage support staff at field office level
  2. Manage day to day HR & Admin, finance, logistics and security tasks of the field office
  3. Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines
  4. Ensure adherence to Security and Risk Management policy and procedures
  5. Coordinate and assist with budgets and costs for the field office’s shared costs and support functions
  6. Provide support in the training and development of staff
  7. Provide support to project implementation at field office level
  8. Coordinate representation meetings with the UN, partners and authorities
  9. Promote the rights of persons we serve in line with the advocacy strategy

Qualifications

  • Minimum 4 years of experience from a senior level project implementation and management position in a humanitarian, recovery or development context
  • Experience in programme, financial, asset, HR management, budgeting and administration

Responsibilities

Specific responsibilities:

  1. In charge with the support of the all-stake holder’s relationship/coordination management with the area with the support of the CD/HOP/HOPS and CC Specialists
  2. In charge of the programs support functions/access for programs related/security within his or her area of operations.
  3. In charge of internal and external representations meetings in his/her area of operations.
  4. In charge of the bases over all operations managements while acting as NRC representative at field level with the backup of the management team in Nairobi.
  5. Ensure that all organizational policies are understood and being followed by NRC staff in the field location. These include financial, Human resource, security, logistics, standard Operational procedures and Employee Terms and Conditions.
  6. Oversee and coordinate the management of the field office support budgets and perform Executive monitoring of the program budget and ensure sufficient budget management tools are in place for the field office.
  7. Participate in programme review reviewing and updating humanitarian needs of host community and refugees.
  8. Participate in the Grants Opening Meeting, after action review meeting, quarterly review meeting and ensure the project cycle management is followed by all CC with the project location.
  9. Monitor implementation through strategic partnerships, while supporting to identify key partners in areas of operation based on needs.
  10. Ensure strong donor compliance, Monitoring and Evaluation (M&E) and quality control procedures are understood and entrenched in all Core Competency projects and honestly raise challenges and issues faced adequately raised.
