Job Description

Job Overview/Summary: This position will ensure that the day-to-day accounting operations and financial management functions are performed in accordance with IRC and donor policy and procedures. Financial information is processed accurately and produced timely for review. Internal controls are regularly reviewed / discussed with Sr. Finance Coordinator timely update. Staff training needs are identified timely and addressed through training workshops at both country office and field level.

Major Responsibilities:

Specific responsibilities within each functional area are as follows:

Specific Duties:

- Managing all aspects of the day-to-day operations of the accounting department - Assist in the implementation of finance policies, procedures and systems - Ensure compliance with IRC procedures and guidelines - Review all payment supporting documents for completeness and internal consistency - Review and approved Account Payable vendor invoices and payment before posting in Integra (ERP system) - Review and approved cash and bank transaction before posting in Integra (ERP system) - Give feedback to Field offices finance regarding their monthly cash projection, advanced, accrual expenses, prepaid allocations. (Both accounting and system related matter) - Review cash count sheet weekly and monthly for accuracy and completeness for cash and bank reconciliation.

Personnel Management

- Serve as a technical resource person for the accounting department. - Support finance staff in the field locations. - Train newly hired finance staff in IRC accounting and policies. - Frequently travel to field sites for monitoring and training purposes. - Recruitment for field positions. - Gap-filling in the field in case of temporary absence of field finance staff.

Administrative Duties

- Supervise all activities done daily in the AST department. - Focal person for audits.

Logistics Duties

- Review bid analysis and POs for proper documents and selection before approval. - In liaison with Logistics department, prepare commitment lists every month for financial obligations already entered but not captured in financial reports,

Finance/Budgeting

- Act always in accordance with country law and standards of generally accepted accounting principles. - Review, with the objective of gaining a clear understanding, budget guidelines and instructions. - Review funding allocations to enable proper guidance to programs and proper coding. - Provide training to program staff on finance issues. - Be receptive to training provided and to develop technical and professional competence. - Follow any new procedures and guidelines designated in circulars by the Country Director and Deputy Director Finance.

Security/Communication

- Communicate with Deputy Director of Finance and Senior Finance Coordinator on security issues within the office and outside the office. - Report to the Deputy Director of Finance and Senior Finance Coordinator on any irregularities that occur within the IRC office, staff compound and camps on policy and procedures.

Coordination

- In coordination with the supervisor, carry out appraisals for staff in the department.

Common Duties

- Attend and participate in trainings identified/organized by the supervisor. - Report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct (in-country and World-Wide) as per the IRC country office reporting mechanism. The reporting of violations is an obligation on the part of all staff members. - Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers. - Perform other duties as may be assigned by your supervisor.

Key Working Relationships: Position Reports to: Senior Finance Coordinator AST Position directly supervises: Field Finance Officer AST Other Internal and/or external contacts: Auditors, Program, Supply Chain, Grants staff.

Qualifications

Education

- B.Com or LCCI level 3 diploma preferred

Work Experience:

- Minimum three years of Manager experience in the NGO environment and/or audit sector and accounting experience or strong knowledge of basic accounting principles.

- Experience in an Enterprise Resource Planning (ERP).

Demonstrated Skills and Competencies:

- Ability to travel to field sites - Wiliness to work in conflict sensitivity area - Strong leadership skills and team management skills. - Adaptable, flexible and mature in judgment. - Good communication skills , verbal and written - Skills in MS Excel, MS Word

Language Skills

- Good command of English and Myanmar-written and verbal

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
