UNICEF has been present in Tulcán since the 2018, implementing humanitarian response projects in coordination with government and other stakeholders. Since 2019, the humanitarian response interventions have been paired with including and a humanitarian-development nexus approach, with priority interventions in coordination, protection, education, and WASH. Since 2019 UNICEF in Tulcán leads the implementation of the Comprehensive Support Space in partnership with the Tulcán Municipality. This space offers a range of services, such as protection, education, health, nutrition, and psychosocial support, which are tailored to meet the specific needs of vulnerable populations, including children on the move. The aim is to provide integrated and coordinated services that address the multiple needs of these populations, while building the capacity of local governments to sustain and expand these services over time.

How can you make a difference?

Under the guidance and supervision of the Emergency Officer, the Field Associate in Tulcán will play a crucial role in the implementation and monitoring of UNICEF interventions in Tulcán, with special focus on the Comprehensive Support Space.

H/she will carry out a range of programme support functions to help develop, implement and monitor the country programme results, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

The Field Associate will work in close collaboration with a range of staff in the CO, external partners, agency counterparts and communities in support of programme design and delivery.

The field associate will serve UNICEF in its outpost location in Tulcán, Ecuador.

Under the direct supervision of the Emergency Officer, the key functions of the Field Associate (Emergency), are summarized as follows:

• Coordinating with local authorities and representing UNICEF in the co-leadership of the Comprehensive Support Space in Tulcán, seeking partnerships with local government institutions, civil society organizations and other organizations to strengthen the scope and sustainability of the Comprehensive Support Space in Tulcán.
• Coordinating and tracking interventions defined in UNICEF's multi-annual humanitarian response plan, including humanitarian coordination of UNICEF-mandated clusters/working groups, in accordance with the Core Commitments for Children in Humanitarian Action (CCCs).
• Engaging with implementing partners, government, UN agencies, local clusters/working groups and civil society to advocate and promote UNICEF objectives, results, organizational policies and priorities (including PSEA), to contribute to coordination efforts and development implementation of strategies at local level.
• Providing timely overall situational analysis and updates on the evolving situation in Tulcán, including political, humanitarian, development, partnerships, threats and opportunities, vulnerable communities, to inform decision making, advocacy and other actions.
• Providing local authorities and partners with technical assistance for capacity building and programme sustainability. Promote and reinforce institutional capacities of local partners by identifying these partners and providing continuous support, coordination and collaboration for sustainability.
• Collaborating with program sections in the development and implementation of integrated strategies with a nexus approach through engagement and collaboration with internal and external partners.
• Manage finance (petty cash), assets and administration effectively and efficiently to promote effective programme delivery in accordance with UNICEF policies and procedures.
• Provide inputs for emergency preparedness and response through timely contingency planning, in consultation with programme, operations and emergency staff and the Supply Section
• Other activities necessary to achieve the expected results and purpose of the assignment.

To qualify as an advocate for every child you will have…

• Completion of secondary education. A first level university degree is desirable in one of the following fields: Social Sciences, International Relations, Social Policy, Political Science, Social Development, Community Development, or another relevant technical field.
• A minimum of six years of relevant work experience is required.
• Experience in working in the field is an asset.
• Relevant experience in a UN system agency or organization is considered as an asset.
• Fluency in Spanish is required. Knowledge of English or another official UN language is highly desirable.
