This position will be based in Aceh, Indonesia

Operational Context

From 2023 – 2025, more than 3400 Rohingya asylum-seekers and refugees from Bangladesh and Myanmar have disembarked in Aceh, North Sumatera, and Riau Province in search for safety. A of July 2025, around 500 Rohingya asylum-seekers and refugees still reside across four government or local-provided sites in Aceh, i.e. in Pidie, Lhokseumawe, and East Aceh. UNHCR predicts future arrivals to Aceh, North Sumatera, and Riau Province due to the deteriorating security situation in Myanmar and Bangladesh.

In response to the boat arrivals, in coordination with the national and local governments and other humanitarian organisations, UNHCR Indonesia ensures registration and documentation, protection, basic needs and services provision, and identification of comprehensive solutions for the Rohingya refugees. UNHCR also coordinates with local authorities including law enforcement agencies on access to asylum and protection of the refugees inside the refugee sites, and with surrounding host communities to ensure peaceful coexistence and meaningful participation from the host communities.

Considering the above, the Field Associate is expected to monitor and undertake regular visits to the refugee sites in Aceh, provide counseling and protection for the refugee community in the sites, and negotiate with local authority counterparts – with emphasis on law enforcement agencies, host communities, community leaders, and religious leaders. The Field Associate is also expected to coordinate the refugee protection response in Aceh through inter-agency coordination and bilateral relations with humanitarian organisations supporting the Rohingya response in Aceh. The Field Associate will be primarily based in Pidie, Aceh with occasional travel to Banda Aceh and other refugee-receiving and refugee-hosting locations in or outside Aceh. UNHCR will give priority consideration to individuals who were impacted by UNHCR’s staff/affiliated workforce reductions and discontinuations from 1 January 2025.

Duties and Responsibilities

  • Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
  • Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
  • Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
  • Keep regular contacts with local authorities and implementing partners as requested by supervisor.
  • Act as interpreter when required.
  • Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
  • Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
  • Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.
  • In coordination with implementing partners, assist in the reception, registration, and provision of assistance to persons of concern to UNHCR.
  • Negotiate with local authority counterparts, partners and populations of concern.
  • Represent UNHCR in physical monitoring of projects.
  • Perform other related duties as required.

Qualifications/Requirements

Education: Minimum completion of secondary education with certification, but preferably a university degree in Journalism, Social Sciences, Humanities, or related fields

Experience: 2 (two) years relevant experience with High School Diploma; or 1 year relevant work experience with Bachelor or equivalent or higher.

Nationality: Citizen of Indonesia; non-citizen with Indonesian permanent residence.

Languages: Excellent knowledge of English and Bahasa Indonesia (written and spoken).

Desirable Skills: Diverse field experience. Experience in interviewing prior experience liaising and negotiating with law enforcement agencies, experience working in an emergency/field response, basic understanding of field security principles and approaches.

Field Associate

Organizational Setting and Work Relationships The Field Associate is normally supervised by the (Senior) Field Officer or Head of Office and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff. The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.
